City Council <br />Meeting Minutes <br />July 16, 2013 <br />Page 2 of 25 <br />Angie Layton, 619 W. Juniper Court, Louisville, CO informed Council of a problem at <br />Heritage Park concerning sand hornets in the playground area. The City roped off the <br />playground to resolve the problem, but residents are concerned toxic chemicals are <br />being used. She reported every weekend morning between 6:30 and 7:00 a.m. the City <br />uses a blower to clear the concrete, which is very loud and annoying. Neighbors are <br />told it is to ready the park for parties. She felt it was a waste of money and felt those <br />funds could be directed to other projects. She is a member of the Association for <br />Community Living and thanked the City for supporting the organization. <br />APPROVAL OF THE CONSENT AGENDA <br />Mayor Muckle removed Consent Agenda Item 5C — Resolution No. 39, Series 2013 to <br />the Regular Business Agenda as Item 8C2. He moved to approve the agenda as <br />amended, seconded by Mayor Pro Tem Dalton. All were in favor. <br />A. Approval of Bills <br />B. Approval of July 2, 2013 Meeting Minutes <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE <br />AGENDA <br />Mayor Muckle commented the BoDeans band at the July 12, 2013 Street Faire was the <br />best band he's heard at the Street Faire. He reported on a newspaper article about <br />special events causing crowding in the downtown area. He stated the Council and City <br />staff are aware of the situation and are working toward resolving the problem. <br />CITY MANAGER'S REPORT <br />City Manager Fleming addressed the downtown resident's complaints about parking <br />and noise issues and reported the staff spoke with the manager of LuLu's about the <br />situation. LuLu's will close at 11:00 p.m., and ensure no one leaves with an open <br />container. The Police Department will focus more attention in that area. <br />The Planning Division began a survey of the public parking spaces in the downtown <br />area. Parking spaces will be monitored every hour during the day on a Tuesday, <br />Wednesday, Friday and Saturday to examine the parking patterns. A similar survey will <br />be conducted in the fall to compare summer time parking with the different seasons. <br />The Senior Citizen Ice Cream Social is Thursday, July 18, 2013 at 6:00 p.m., at <br />Community Park. <br />The City water taste and odor problem reported at the last meeting was not a result of <br />the water drawn from South Boulder Creek, but from the Louisville Reservoir. With the <br />warmer weather there has been a larger amount of algae blooms. The City will now pull <br />the Northern Water Conservancy District water directly into the Water Filter Plant. <br />
