Louisville Sustainability Advisory Board <br />Meeting Minutes <br />June 19, 2013 <br />Page 2 of 3 <br /> <br /> <br /> <br />VIII. Energy Efficiency/Renewables (Jim) <br />Jim presented slides on the fundamentals of energy efficiency and renewables. He asked <br />the group how and why Louisville should approach these issues. Dave suggested a formal, <br />written Sustainability Plan. <br /> <br />Lea said that a sustainability tax had been proposed for Boulder County (2014). She <br />indicated grants might be available. She summarized sustainable actions other cities in the <br />county have taken. She recommended that Louisville review and use/participate in the <br />county’s Sustainability Plan in developing our own. <br /> <br />Jim asked members to identify possible reasons the City should adopt an <br />efficiency/renewable approach. The advantages of incentives vs. codes were discussed. <br /> <br />Jim will provide a more detailed presentation at the next meeting. <br /> <br />IX. Noise (Mary Ann/Emily) <br />Emily summarized actions the City has promised to take to eliminate train horns; money has <br />been budgeted for a study, Louisville is working with several cities in Boulder County to <br />alleviate the noise, Facility’s money has been budgeted for improvements to crossings <br />(2014-2016). <br /> <br />Mary Ann asked if the board felt that the issue should be addressed by LSAB. Mark said he <br />felt that it fell under the Livable Cities principles (horn noise being deterrent to a pleasant, <br />livable environment). Other members agreed. <br /> <br />She stated that the noise is not just an irritant but also a health hazard and that should be <br />considered when evaluating the need for quiet zones. Noise levels far exceed those <br />recommended by the World Health Organization for nocturnal noise exposure. And it is well <br />documented that noise causes a myriad of health related conditions: cardiovascular <br />problems, complicates pregnancy, reduces the learning ability of students in schools located <br />close to noise sources, etc. <br /> <br />X.
