Louisville City Council Meeting <br />May 21, 2002 <br />Page 8 <br /> <br />Davidson explained that the ward changes were the result of the census data and the <br />Home Rule Charter requirements. <br /> <br />Brown reviewed that the process for the ward boundaries changes. He noted that the <br />Charter criteria mandates municipal wards be established by population. He explained <br />that the 2000 census data was taken and three wards were proportioned equally within <br />5%. He explained that County precinct maps could not be used as they are based on <br />registered voters. He commended Staff for their work on a difficult project. <br /> <br />Davidson closed the public hearing. <br /> <br />MOTION: Sisk moved that Council approve Ordinance No. 1383 Series 2002, seconded <br />by Keany. Roll call vote was taken. The motion passed by a vote of 7-0. <br /> <br />ORDINANCE NO. 1384, SERIES 2002 - AN ORDINANCE REPEALING AND <br />REENACTING CHAPTER 5.04 OF THE LOUISVILLE MUNICIPAL CODE, <br />ENTITLED "BUSINESS LICENSES GENERALLY", TO PROVIDE <br />PROCEDURES FOR REGISTRATION OF BUSINESSES WITHIN THE CITY - <br />2na reading - public hearing (advertised Daily Camera 5/11/02) <br /> <br />Davidson called for City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1384, Series 2002. <br /> <br />Davidson called for Staff presentation. <br /> <br />City Manager Bill Simmons reviewed that the sales tax ordinance approved by Council <br />on March 19, 2002, requires licensing with an annual $25.00 fee. He stated that on July <br />1, 2002, the City will begin collecting sales tax. The revised ordinance changes the <br />business licensing process to a one-time registration, expiring only if the business ceases <br />operations at the same location or ownership changes. There is no fee required. The <br />registration will be used to maintain a database of businesses located only in Louisville. <br /> <br />Davidson opened the public hearing and asked if anyone in the audience wished to speak <br />for or against Ordinance No. 1384, Series 2002. There were no comments. <br /> <br />COUNCIL COMMENTS <br /> <br />Keany noted that the Ordinance excludes door-to-door sales and asked if a license is <br />required. City Sales Tax Coordinator Penney Bolte, stated that door-to-door product sales <br />are required to purchase a sales tax license prior to making any sales. <br /> <br />Keany asked if door-to-door salespersons are required to have the license on their person, <br />while making calls. Bolte stated that they would be required to have a copy of their <br />license with them if they are making sales. <br /> <br /> <br />
