City Council <br />Meeting Minutes <br />August 20, 2013 <br />Page 11 of 23 <br />PUBLIC COMMENTS <br />Jean Morgan, 1131 Spruce Street, Louisville, CO was unclear on the ADA parking for <br />the train platform. It was noted it has not been determined. She asked about the traffic <br />pattern on Highway 42 at the ballpark and stated it is currently a very heavily used road. <br />She suggested looking more closely at the impact to the street. She voiced her concern <br />over the narrow streets. She reminded the staff and City Council of their commitment <br />not to impact the Miner's Field neighborhood with this development. She requested the <br />traffic not be pushed through the existing neighborhood. <br />Mike Perkins, 229 Vulcan Street, Louisville, CO concurred with Ms. Morgan's comments <br />and stated he shared her concern over the parking for RTD and the railway. <br />PUBLIC COMMENT <br />Council member Loo hoped the 2012 Code would be passed to provide for sprinkling of <br />all multi - family units, but for this development, she requested to include fire sprinklers <br />throughout all buildings as a condition for approval. <br />Council member Keany requested a condition the privately owned and maintained <br />streets be subject to perpetual easements for public parking and public access. <br />Mayor Muckle agreed with both of the suggested conditions. Justin McClure addressed <br />the parking situations, streets and right -of -ways and explained they had originally <br />proposed public outlots, but because there was a substantial maintenance expense for <br />the City, the developer decided they would assume the maintenance responsibilities. <br />He addressed the perpetual access easements, which will be private roads, but will <br />have easements for public parking and access. These easements will be recorded on <br />the subdivision plats and subdivision agreement. <br />Council member Keany suggested if the streets were public the financial analysis would <br />have to be revised because of the Tong -term maintenance cost for the City. <br />Mayor Muckle addressed the fiscal analysis and felt there was room for retail along <br />Cannon Street. He asked if there was any reason why it should not be a public land <br />dedication. Planning Director Russ explained the City is getting public land use <br />dedications through the easements. Staff will work through these issues during the <br />Final PUD process as it relates to the public land use dedication for further Council <br />consideration. <br />Mayor Muckle urged the developer to creatively integrate the three pre -1920 buildings <br />into the design of their development. <br />
