City Council <br />Meeting Minutes <br />August 20, 2013 <br />Page 16 of 23 <br />Revisions to the Agreement are as follows: Added to the end of Section 9.20.2.2: "only <br />for grading and turf, gravel or other ground surface treatments needed to provide <br />property drainage of the site." Added to the end of Section 9.20.2.3: "if permitted under <br />Ballot Issue 2A approving the Historic Preservation Tax." <br />APPLICANT PRESENTATION <br />Randy Caranci, Louisville Mill Site, LLC, 950 Spruce Street, #1A, Louisville, CO stated <br />he is 6th generation of the Caranci Family in Louisville and described his childhood and <br />growing up in Louisville. He expressed his desire to preserve the grain elevator and get <br />the community involved. They are also looking for people who can share their stories <br />on the history of the grain elevator. <br />Erik Hartronft, Louisville Mill Site, LLC, 950 Spruce Street, #1A, Louisville, CO stated he <br />is a 30 year resident of Louisville. He provided a conceptual drawing of the site <br />improvements, which include an addition to the warehouse. The warehouse can also <br />be repurposed to be more commercially viable. He stated the opportunity with the <br />proposal to create a synergy for the development, with the grain elevator being the <br />center piece to compliment the balance of the site. They are excited at the prospect of <br />preserving the grain elevator. The first step after the contract is signed is to have the <br />area fenced so the cleanup can begin; then crews will come in and stabilize the <br />building, after which interested parties can actually look at the facility's interior. <br />PUBLIC COMMENT <br />Jean Morgan, 1131 Spruce Street, Louisville, CO made three points: 1) The Historic <br />Preservation Funds commitment is much more acceptable with this group; 2) The <br />design is superior and 3) The buyers are Louisville residents. <br />COUNCIL COMMENTS <br />Council member Loo voiced her support for the proposal. <br />Mayor Muckle asked what color they intend to paint the grain elevator. Erik Hartronft <br />stated the building would be restored to its original brownish red color. <br />Mayor Muckle requested City Attorney Light review the landmarking easements. City <br />Attorney Light explained within 90 days of the signed contract a platted PUD process <br />will begin. A Final Plat and PUD will be returned to City Council for approval. Once the <br />agreement is signed, it allows purchasers to enter the property to stabilize the property. <br />If there is a dispute on what is eligible for funding, the City Manager will make a <br />determination. If the purchaser did not agree with the determination, they have a right to <br />ask for a City Council review. Their right to access the property is before the closing. <br />The closing is 30 days after the plat and PUD is approved (120 - 200 days). The grain <br />elevator structure and the grain elevator site will be landmarked before closing. At <br />closing the conservation easement will be recorded over the grain elevator site. The <br />
