City Council <br />Meeting Minutes <br />August 20, 2013 <br />Page 19 of 23 <br />TECHNOLOGICAL CENTER FILING NO. 2, CITY OF LOUISVILLE, BOULDER <br />COUNTY, COLORADO —1sr READING — SET PUBLIC HEARING 9/3/13 <br />Mayor Muckle requested a City Attorney introduction. <br />City Attorney Light read Resolution No. 45, Series 2013, which approves the agreement <br />of a sales and purchase agreement of property and Ordinance No. 1640, Series 2013, <br />which approves the payment of the acquisition of property. <br />Mayor Muckle requested a staff presentation. <br />Economic Development DeJong explained Council action is requested on a resolution <br />approving a purchase contract for 13.32 acres located in the southeast corner of the <br />Colorado Technology Center (CTC). This land is intended for a new city operations <br />building. First reading of the Ordinance is needed to authorize the payment for the land. <br />This action is a result of direction given to the City staff during the July 16, 2013 City <br />Council meeting, to explore other sites in Louisville that might work better than the <br />existing City Services Facility location. <br />On July 31, 2013 staff became aware that the Passco Colorado Tech Industrial, LLC <br />had listed for sale Lots 6, 7, and 12 in the Colorado Technology Center. The selling <br />price for the 13.32 acre - parcel is $2.93 per square foot, or a total cost of $1,700,000. On <br />August 1, 2013, staff submitted to Passco an offer letter, subject to City Council final <br />approval and on August 8, Passco accepted the offer. The offer and proposed purchase <br />contract was prepared by the City Attorney. <br />PUBLIC COMMENT <br />Ashley Stolzmann, 370 S. Taft Court, Louisville, CO questioned the division of the cost <br />of the purchase between four different accounts. She asks if it was an actual equitable <br />split for usage of the building. She asked if this site was the initial targeted area, or <br />whether this is a new find. She felt CTC was a valuable asset for the City and <br />questioned whether the City really wanted to put municipal facilities in the Tech Center. <br />COUNCIL COMMENTS <br />Mayor Pro Tem Dalton asked if the resolution could be passed the same evening as the <br />ordinance. It was confirmed the resolution could be passed later. Mayor Pro Tem <br />Dalton favored looking at other properties before settling on this one. He would meet <br />with the City Manager to discuss another property. He felt there were better options. <br />City Manager Fleming addressed Ms. Stolzmann's questions as follows: The division of <br />cost from four different departments is not a precise delineation of square footage to <br />each of the operations, but an approximation of staff, equipment and facility usage for <br />each. The City worked with an architect to design a plan to accommodate the three <br />
