City Council <br />Meeting Minutes <br />August 20, 2013 <br />Page 8 of 23 <br />• Transit Oriented: Provides sight lines and pedestrian access from Short Street to <br />future rail platform; provides circulatory routes for bus transit; provides direct <br />access to South Street Underpass; City continues discussions with RTD to <br />determine parking alternatives through Northwest Area Mobility Study; 300 transit <br />spaces still planned for Louisville Sports Complex. <br />COUNCIL COMMENT <br />Council member Loo inquired how far the transit parking is from the rail platforms. <br />Planning Director Russ stated the majority of the transit parking would be within 1000'. <br />Some transit parking must be within 500' to be compliant with ADA requirements. The <br />City's goal is to find 138 parking spaces within 500' of the platform. <br />• Waivers: Building portals with pedestrian bridges on the 3rd floor. Street sections: <br />Skinny streets to reduce speeds; minimum lot width. The LMC allows waivers on <br />a case -by -case basis. <br />Staff recommended approving the requested zoning change, SRU, Preliminary Plat, <br />Preliminary PUD, and LMC modifications; the requested waivers to allow for an effective <br />development given the location and surrounding land uses. The applicant also requests <br />and staff recommends the following changes to Chapter 17.14 of the LMC: <br />• Amending Land Use Plan "Exhibit A" to allow for a more connected street <br />network and proposed land uses, and <br />• Changing the land designated for RTD parking to Mixed -Use Residential <br />Staff recommended the following conditions of approval: <br />• Applicant resolves the right of way extension through the Tebo property prior <br />to the submittal of the final plan. <br />• Applicant provides turning templates and shows all corners are navigable prior to <br />approval of the final plat and PUD. <br />• All street width and street design details are finalized prior to submittal of the <br />final PUD. <br />• Applicant demonstrates architectural details for the residential buildings along <br />Cannon Street with final PUD. <br />The Planning Commission conducted a public hearing on July 11, 2013 to consider the <br />applicant's proposal. The Commission passed a resolution recommending approval of <br />the zoning change, SRU, preliminary plat, preliminary PUD, and LMC amendments by a <br />5 -0 vote. <br />COUNCIL COMMENTS <br />
