City Council <br />Meeting Minutes <br />August 7, 2007 <br />Page 8 of 14 <br />Michael Menaker, 1827 Choke Cherry Drive, Louisville, CO voiced his support of <br />the Plan. He noted a lot of uses allowed at one time in Louisville are no longer <br />permitted in the City. He disagreed with moving the Rail Station because it <br />would displace residents. He urged Council to meet in Study Sessions to resolve <br />these issues and proceed with the plan. He did not agree with the requirements <br />to have commercial or office uses only on the first floor and suggested it be <br />changed. <br />Mike Deborski, 601 Pine Street, Louisville, CO presented a letter to Council on <br />behalf of the Deborski family. <br />Council member Yarnell asked if the amendment addressed the status of vacant <br />space after being vacant for twelve months. Wood responded no. <br />Council member Muckle complimented Staff and the Planning Commission for <br />their work on the document. He voiced his concern the Plan may create <br />competition for Old Town. He stressed the importance of supporting Old Town <br />and current mixed use development and the placement of pedestrian crossings <br />and complimenting the Old Town architectural plan, including building heights. <br />He supported residential on all floors of mixed-use and the development facing <br />Old Town Louisville. He voiced his frustration with the financial models and <br />requested the City seek a new model. He addressed permitted uses such as <br />theatre, movies or performing arts and requested it be reserved. <br />Mayor Pro Tem Brown voiced his concern about eliminating any parking facing <br />the highway. He also felt the language addressing the theatre or performing arts <br />is reasonable. <br />Mayor Sisk suggested residential units be permitted on all levels of a mixed-use <br />development. He addressed the location of the Rail Station and the extension of <br />the downtown area and stressed the importance of complimenting both sides of <br />the railway. He also complimented Planning Director Wood and Principal Planner <br />McCarthy for their presentation. <br />Council member Muckle addiressed specific provisions of the plan regarding <br />mixed uses and offered suggestions for changes to the language. He voiced his <br />preference for having rooftops free of HVAC units and equipment. <br />MOTION: Mayor Sisk moved to continue Ordinance No. 1524, Series 2007 to <br />September 4, 2007, seconded by Council member Yarnell. All in favor.
