City Council <br />Meeting Minutes <br />August 7, 2007 <br />Page 7 of 14 <br />Mayor Pro Tem Brown reviewred the history of the planning for the Highway 42 <br />area. He stated one of the critical components of the plan was the placement of <br />the Rail Station so as not to displace residential properties. <br />Council member Yarnell asked if residential units within mixed use development <br />are prohibited on the main floor. Wood confirmed they are not permitted. <br />Mayor Sisk explained the plain provides for an evolution from industrial to <br />commercial and residential for atransportation-orientated development. He <br />applauded the new allowancE; for expansion of industrial use up to 25% and <br />stressed the importance of moving forward. He supported green building and <br />walk-able development. <br />Mayor Pro Tem Brown noted the Revitalization Plan for this area was formulated <br />before FasTracks. He addressed the parking issues and supported incentives <br />for underground parking. He stated his understanding that an existing use could <br />remain in perpetuity if the property was not altered over 25% of its value. <br />Council member Marsella also supported incentives for underground parking and <br />voiced her appreciation for the proposed amendments to the Plan. <br />PUBLIC COMMENTS <br />Elizabeth Law-Evans, 721 Cottonwood Drive, Broomfield, CO stated she <br />represents Boom LLC and referred to her August 7 memorandum to Planning <br />Director Wood. She complimented Staff, the Planning Commission and Wood on <br />the Plan. She voiced her support for the project and for not limiting the uses of <br />existing property. She addressed the expansions of industrial properties and <br />suggested there may not be imany requests for expansions. <br />John Leary, 1116 LaFarge Avenue, Louisville, CO felt Industrial interests should <br />be allowed full use of their property, but agreed some will wish to rezone their <br />property. He disagreed with the zoning classifications and the presentation of it <br />as an extension of the downtown corridor. He addressed the financial analysis <br />and stated those studies were flawed. He stated there is no evidence the mixed- <br />use proposal of this plan is fiinancially feasible and suggested a study be done to <br />see what is feasible for this site. <br />Kent Bagley, 90 Madison Street, Denver, CO stated he represents Aggregate <br />Industries, which is the concrete batch plant. He explained the plant is a 5-acre <br />parcel within the 20-acre redevelopment area and is the future site for the Rail <br />Station. He reported on recent meetings with RTD, and stressed this site is a <br />critical component for the Rail Station. He stated Aggregate Industries supports <br />the Plan and looks forward to working with the City Council on this project. <br />
