City Council <br />Meeting Minutes <br />October 16, 2007 <br />Page 13 of 15 <br />Kevin Sipple, Chairman of Eldorado Artesian Springs Ltd., thanked the Mayor <br />and City Council for consideration of the agreement and Public Works Director <br />Phare for his assistance throughout the years. <br />PUBLIC COMMENT <br />Annie Hughes, 1405 Garfield Court, Louisville, CO asked if the water <br />sold to the Eldorado Artesian Springs facility would be recycled back to <br />Louisville. Public Works Director Phare responded no and explained the water <br />will be sold at retail in other communities. <br />Ms. Hughes asked what percentage of the water leaves Louisville and is not <br />recycled back to the City. Puiblic Works Director Phare estimated 50%. <br />Ms. Hughes asked what the City charges for the water. Public Works Director <br />Phare stated the Eldorado Springs Bottling facility will not be charged any more <br />than any other water user. <br />COUNCIL QUESTIONS <br />Council member Yarnell askE;d why the City is using the same consumer rate. <br />Public Works Director Phare explained there are three tier rate structures and the <br />more water the consumer uses the higher rate the consumer would pay. <br />Council member Clabots confirmed the more water used the higher the rate. He <br />noted the City has leased water back to farmers. Public Works Director Phare <br />explained in those instances it was raw water. <br />Council member Muckle askE;d for confirmation that the water is surplus and the <br />citizens would not be scaled Iback. Public Works Director Phare confirmed <br />Council member Muckle's statement. <br />Mr. Sipple noted the reason for charging Eldorado Artesian Springs, Ltd a <br />consumer rate is in the sense of fairness. He explained the reasons Eldorado <br />wishes to bottle Louisville tap water. Approximately three-quarters of all the <br />water bottling companies purify and bottle municipal tap water. Grocery stores <br />contract with water bottling companies for spring water; purified and distilled <br />water for their store brand water. He noted they are expanding their business by <br />adding flavored water and vitamin water. <br />MOTION: Council member ~/luckle moved to approve the Water Use Agreement <br />between the City of LouisvillE: and Eldorado Artesian Springs, Ltd and authorize <br />the Mayor Pro Tem to sign the Agreement and the Mayor, Mayor Pro Tem and <br />the City Manager to make the final changes. Council member Clabots seconded <br />
