Wood, and Robert and Janice Lorenz (18 Acres), <br />Willis D. Hamm (32 Acres), and the Summit View Professional Park, LLC (3.3 <br />Acres). All parcels within the proposed development are annexed to the City and <br />are zoned City of Louisville Planned Community Zoned District (PCZD). The <br />subject parcel is located in northeast Louisville, east of the Burlington North <br />Santa Fe rail line, west of Collorado Highway 42, with approximately 700 linear <br />feet of frontage of Highway 42. <br />The applicants/owners is requesting authorization of the required land-use <br />entitlements to combine four ownership parcels into one general development <br />plan for the phased development of a residential and commercial development. <br />The Takoda Village General Development Plan would 1) incorporate the Takoda <br />Village General Developmeni~ Plan; 2) amend portions of the North Louisville <br />General Development Plan and 3) incorporate Lot 3 of the Summit View <br />Subdivision. The preliminary PUD is consistent with the General Development <br />Plan in reflecting the distribution of housing products and the associated density <br />of Planning Area. The PUD reflects four Planning Areas. The phasing plan <br />reflects Planning Areas 2 and 3 are proposed as Phase I, following the <br />commercial development in F'hase 1A. <br />Planning Director Wood reviewed the projects' vehicle access and traffic impacts; <br />public street standards; park:>; recreation; trails and open space; public-use <br />dedication; housing, and 100 year regulatory floodplain. In review of the <br />preliminary subdivision plat, the Staff focused on an analysis of the public-use <br />dedication, the proposed street layout and associated street standards, and the <br />requirements of the Louisville: Fire Protection District. <br />The Planning Commission conducted public hearing on September 13, 2007 and <br />October 11, 2007 and approved Resolution No. 23, Series 2007 with 12 <br />conditions of approval. The <;onditions of approval are being forwarded in the <br />Council Resolution No. 57, Series 2007. <br />Mayor Sisk requested an Applicant presentation. <br />Mr. Rick Brew, RMCS, LLC, 4535 N. Broadway, Boulder, CO, introduced his <br />partners, David Waldner and Justin McClure. He reviewed the proposal and <br />noted the Council and public comment were taken into consideration in the <br />planning of this project. He explained 350 units are proposed in four phases. He <br />reviewed the vehicle access .and traffic patterns, the traffic signal light when <br />warranted; the parks, pocket parks and open space areas. He noted a concern <br />expressed at public hearings was the density. The proposal has reduced the <br />density of the project. He addressed the housing diversity. The least expensive <br />home will be $200,000 for multi-unit housing, and the most expensive units will <br />
