City Council Meeting Minutes November 5, 2007 Page 6 of 9 RESOLUTION No. 64, SERA.S 2007 - A RESOLUTION AMENDING THE 2007 BUDGET BY INCREASING APPROPRIATIONS IN THE CAPITAL PROJECT FUND FOR THE CITY 01= LOUISVILLE, COLORADO -Public Hearing Mayor Sisk requested a Staff presentation. City Attorney Light reviewed Resolution No. 64, Series 2007, which authorizes a supplemental appropriation to the 2007 budget in the amount of $16,000 for the Louisville Housing Authority to provide new windows at the Sunnyside Family Site. Mayor Sisk opened the public hearing and requested public comment. There were no public comments and the public hearing was closed. MOTION: Council Member M~arsella moved to approve Resolution No. 58, Series 2007, seconded by Council Member Clabots. Roll call vote was taken. The motion carried by a vote of 7-IJ. RESOLUTION No. 58, SERIES 2007 - A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT BETWEEN LOUISVILLE AND LAFAYETTE FOR PASCHAL DRIVE Mayor Sisk requested a Staff presentation. Public Works Director Phare f;xplained the Cities of Louisville and Lafayette prepared an IGA regarding P<~schal Drive to identify responsibilities for road construction, maintenance, access and related issues. The IGA addressed Paschal Drive east of SH42 and provides for Hecla Drive, which is being constructed as part of the North End development, to access that portion of Paschal Drive that is within the City limits of Lafayette. The IGA addresses the location and configuration of the proposed Hecla/Paschal intersection. A portion of the IGA addresses two main issues at Paschal Drive west of SH42: 1. It provides either community may initiate construction of a traffic signal at SH42/Paschal Drive wlhen conditions warrant, such as approval by CDOT. 2. It identifies configuration, size and access to Paschal Drive west of SH42. The agreement will provide for development along the Louisville/Lafayette shared city boundary in a coordinated manner integrating the local roadway system shared by the two communitiE:s. The City of Lafayette will consider this IGA on November 6, 2007.
