Louisville City Council Meeting
June 4, 2002
Page 3

Davidson called for Staff presentation.

Mayor Pro-Tem Chuck Sisk reported that the City of Louisville Scholarship was created
to acknowledge and inspire community and civic involvement. The criterion for the
scholarship includes Louisville residency; attendance at a Louisville school for at least
the last two years; minimum 2.5 GPA; civic involvement and/or employment with the
City of Louisville. Each candidate for the scholarship was required to write a one-page
essay titled "My Civic Involvement" or "My Employment with the City of Louisville."
Councilmen Chuck Sisk and Arnold Levihn, and Interim Recreation Superintendent
Kathy Martin, reviewed the 13 applications for the two $1,000 scholarships. Each
applicants name was stricken from the application to promote a fair and impartial review.
Sisk announced and recognized the recipients of the 2002 City of Louisville Monarch
High School Scholarship: Sonya Hultman and Aron Kirschner.

PRESENTATION - MONARCH HIGH SCHOOL DECA MARKETING
AWARDS

Mayor Davidson reported that students in Monarch High School's marketing education
program recently attended the International DECA Career Development Conference in
Salt Lake City, Utah. The conference drew 12,000 students, advisors and business judges
to participate in four days of competition, workshops and leadership development.
Davidson presented certificates of appreciation to the following Monarch High School
students who received DECA awards at this year's conference:
Jenna Meyers - 3rd Place - Retail Merchandising Management Level
Kaylan Malm - Top 10 - Retail Merchandising Associate Level
Team ofAlyssa McElwain, Deanna Camell, Nicole Briggs, Keller Nobel -
DECA Chapter of the Year - 3rd Place Diamond Level

PRESENTATION - LOUISVILLE PUBLIC LIBRARY NEEDS ASSESSMENT

Davidson called for Staff presentation.

Bridget Bacon, President of the Library Board of Trustees, stated that she has been a
board member for eight years and served on the Library Foundation Board. She reported
that she and her family are frequent library users; and have seen the impact of the City's
growth on the library. She voiced her belief that the Library Staff does a superb job in
providing services to a community of 19,000 people. She stated that the library is an
undersized facility and is insufficient in providing quiet study areas, adequate seating and
shelf space and programming for both adults and children. She reviewed the process that
was followed by the Library Needs Assessment Team and stated that at Council's
direction, a team was appointed to assess the needs of the library and evaluate the cost for
library sites including the existing site. The team was made up of members of the Board
of Trustees, Library Foundation Board Members, and Library Staff and City
Administration. The team began meeting in February of 2002, with Architect Dennis
