Historic Preservation Commission <br />Meeting Minutes <br />August 19, 2013 <br />Page 6 of 7 <br /> <br />Robinson stated we can ask Main Street to come in and facilitate a few meetings, but if <br />we want the assessment completed, that take funding and we would need City Council <br />approval. <br />Discussion – Preservation Master Plan <br />Robinson stated staff will be applying for a CLG grant to fund the Preservation Master <br />Plan in 2014. He stated staff will be completing the plan in house but will bring in a <br />consultant for some of the technical details. <br />Stewart asked if staff has had any discussions with consultants on potential costs. <br />Robinson stated we consulted with Philip Barlow on some cost estimates. <br />La Grave stated the most important elements of this master plan would be the goals. <br />He added the first and foremost goal should be to make sure our preservation program <br />is successful. <br />Stewart recommended creating a subcommittee to help create the scope of work and <br />create goals for the master plan. <br />La Grave and Haley both volunteered to take part in the subcommittee. <br />Committee Reports – <br />Outreach committee and Commercial Incentives Workshop <br />Stewart stated he and La Grave have had discussion with the City Manager to <br />determine what involvement the HPC should have on the Outreach Program. <br />Russ stated staff is looking at how to improve public outreach and updating incentives. <br />He stated the goal is to establish a landmark agreement that gives more assurance and <br />allow for a structural assessment to be applied ahead of the landmark so we all have a <br />better understanding of what costs could be potentially be incurred. <br />Update on Demolition Requests - 844 Spruce, 712 Lincoln, 825 Lafarge, 1100 <br />Lincoln, 701 Jefferson, 623 Garfield, 749 Main, 104 Rose 844 Spruce <br />Robinson gave an update on all of the current demolition requests. He stated the stay <br />for 844 Spruce has just expired. He added the owners of 825 Lafarge are here for a <br />presentation. <br />Jason and Traci Mumm, owners of 825 Lafarge, gave a presentation in regards to what <br />they believe is the actual build date of the structure and expressed future <br />redevelopment plans.
