City Council <br /> Meeting Minutes <br /> September 3, 2013 <br /> Page 11 of 22 <br /> Council is a 1.36% increase to the rates the City pays to Western Disposal, Inc. to <br /> perform these services. The City Council approved a 5-year contract with Western <br /> Disposal, which has a price adjustment renewal each year along with an annual <br /> consumer price index. The 1.36% is reflected in the contract terms. <br /> COUNCIL COMMENTS <br /> Mayor Muckle explained this is the contract rate the Council may pass on to residents. <br /> Mayor Pro Tem Dalton voiced his appreciation to staff for separating the issues and <br /> providing a breakdown of each service. He felt this provides a more transparent <br /> process and allows the residents to see how the rates are established. <br /> MOTION: Council member Keany moved to approve Resolution No. 39, Series 2013, <br /> seconded by Mayor Pro Tem Dalton. Roll call vote was taken. The motion carried by a <br /> vote of 7-0. <br /> RESOLUTION No. 47, SERIES 2013 —A RESOLUTION APPROVING AN <br /> INTERGOVERNMENTAL AGREEMENT WITH BOULDER COUNTY FOR <br /> HAZARDOUS MATERIALS MANAGEMENT <br /> Mayor Muckle requested a staff presentation. <br /> Public Works Director Kowar explained the City is contractually a partner of a 5-year <br /> Intergovernmental Agreement (IGA) with Boulder County for construction and operation <br /> of a new hazardous materials management facility (Facility). This IGA is an update to <br /> several previous multi-year IGA's with Boulder County for hazardous materials <br /> management. The IGA includes six other partners: the City of Boulder, City and County <br /> of Broomfield, Town of Erie, City of Lafayette, City of Longmont, and the Town of <br /> Superior. One significant addition to the IGA is a 5% fee all the partners would pay for <br /> rehabilitation and replacement cost. This fee would be held in a restricted fund for <br /> future costs. He introduced Hilary Collins from the Boulder County Resource <br /> Conservation Division, who made a brief presentation on their operations. <br /> Hilary Collins, Boulder County Resource Conservation Division, thanked the Mayor and <br /> Council for the opportunity to present an overview of their program. Ms. Collins is the <br /> Hazardous Materials Management Facility Manager and has been with Boulder County <br /> for twenty years. The program is funded by eight community partners. This service is <br /> provided to Louisville residents and businesses. Her presentation provided a history of <br /> the program and statistics relative to Louisville's (847 household) usage of the facility. <br /> The program has been in operation since 1992 and serves approximately 13,000 <br /> households per year at a cost of $0.43 per month per household. They also work with <br /> communities on one-day collection events. The facility and events are staffed by <br /> Boulder County employees. <br />
