City Council <br /> Meeting Minutes <br /> September 3, 2013 <br /> Page 12 of 22 <br /> A new collection facility opened on the east side of Boulder in April of 2011. Residential <br /> drop-off is from 8:30 a.m. to 4:00 p.m., Wednesday through Saturday. Businesses are <br /> served by appointment on Tuesdays. She presented photographs and slides of the <br /> facility and introduced Shelly Fuller, Operations Manager. She explained they have a <br /> new contract with a local paint recycler, who takes Latex Paint, reprocesses it to a <br /> reusable paint and sells it to Habitat for Humanity stores. The new facility also allows <br /> service to small businesses such as offices, print shops, etc. who do not generate a lot <br /> of hazardous waste. Between 1992 and 2012 137,766 households were served and <br /> over 10 million pounds (5,000 tons) were diverted from the landfill. <br /> COUNCIL COMMENTS <br /> Council member Loo inquired about the rate calculations. She asked if more Louisville <br /> residents use the facility will the City be charged more. Ms. Collins confirmed the City <br /> would be charged more, but noted because more businesses are using the service it is <br /> offsetting the cost for the communities. <br /> Council member Loo inquired about the cost to the City if less households use the <br /> facility. Ms. Collins said the City would be charged less and explained it is based on the <br /> percentage of usage. <br /> Council member Keany stated if the City encouraged residents to use the facility more, <br /> it would cost the City more. Ms. Collins explained the more people use the facility the <br /> more wastes. The new facility will allow them to maximize the efficiency. <br /> Council member Keany stated 16% of Louisville households use the facility and 100% <br /> of the residents are being charged. If the City encourages more residents to use the <br /> facility, it will cost the City more and the City will have to pass on the cost to the <br /> residents. He questioned the value of the program to the community. <br /> Council member Jasiak stated the cost of the program is worthwhile; $ 0.43 cents per <br /> month per household equates to $5.16 per year. She felt the program is a value to the <br /> community. Council member Loo concurred and stated it is a larger cost for the <br /> community good. She felt the charge was reasonable. <br /> Mayor Muckle felt it provides a healthy environment and noted the more hazardous <br /> materials kept out of the landfill the better. <br /> MOTION: Council member Yarnell moved to approve Resolution No. 47, Series 2013, <br /> seconded by Council member Loo.
