City Council <br /> Meeting Minutes <br /> September 3, 2013 <br /> Page 13 of 22 <br /> Mayor Muckle requested a staff presentation. <br /> Public Works Director Kowar explained at the Julyl6th City Council meeting there were <br /> several questions regarding the statistics of the program. Those questions centered on <br /> what are the costs, services and are the costs being allocated correctly. The staff <br /> developed different customer classes, as relates to solid waste. <br /> 1. Opt-in to the single hauler collection program, which consists of single family <br /> residential home, who contract with Western through the City. <br /> 2. Opt-out for single family residential homes, generally where the HOA provides <br /> those services. <br /> 3. Multi-family residential community <br /> 4. Commercial Customers <br /> The major expenses include payments to Western Disposal for contract services, joint <br /> operation of the Boulder County Hazardous Waste Management Facility, and <br /> administrative cost for salaries & benefits for the City's Utility Billing staff. The <br /> hazardous waste management component is available only to residential customers in <br /> the City. The City receives revenue through the recycling, which is generated through <br /> the customers who have opted-in to the City's program. <br /> The City's zero waste initiative recognizes compostable cups and utensils at events, <br /> and educates the public on how to separate trash, recyclables and compost. <br /> Costs: The calculated administrative costs to opt-in to the single hauler program is <br /> $0.51 per residential customer per month. The recycling revenue generated from those <br /> residential customers is $0.24 per month. The zero waste initiative, which covers all <br /> residents and commercial, is $0.06 per month. The hazardous material waste <br /> management program is $0.43, which is distributed through all the residential classes. <br /> COUNCIL COMMENTS <br /> Mayor Muckle stated the information presented will be very useful when the contract <br /> comes up for review next year. He felt the residents are using the recycling and <br /> composting significantly. He stated staff is requesting Council input on what fund will <br /> pay for the hazardous material management program. <br /> City Manager Fleming requested Council direction on the following: 1) whether the <br /> hazardous waste program costs should be spread through all the residential classes <br /> throughout the utility rate system, 2) whether credit should be given to the participants <br /> of the single hauler program for the revenue received from recycling by reducing the <br /> administration fee and 3) whether the City should allocate the costs of the zero waste <br /> initiatives to all customer classes. <br /> COUNCIL COMMENTS <br />
