City Council <br /> Meeting Minutes <br /> September 3, 2013 <br /> Page 9 of 22 <br /> Mayor Muckle requested a City Attorney introduction. <br /> City Attorney Light read Ordinance No. 1641, Series 2013. <br /> Mayor Muckle opened the public hearing and requested a staff presentation. <br /> Deputy City Clerk Hanson explained currently; the Louisville Municipal Code (LMC) <br /> does not allow medical marijuana businesses to change location or to transfer their <br /> licenses. If either action is planned by a licensee, it requires the filing of a new <br /> license application. Transfers and changes of location are allowed in the state <br /> regulations for medical marijuana businesses. <br /> Ordinance No. 1642, Series 2013 amends the LMC to allow a change of location <br /> but would still require the applicant to meet all other requirements in the regulations <br /> including zoning and distance requirements. The proposed changes to the LMC <br /> regarding transfer of licenses for a medical marijuana center, would permit a <br /> transfer of the license in the event the business is sold. The Local Licensing <br /> Authority would have the opportunity to examine the suitability of the new applicant <br /> and the ability to hold a public hearing if they saw fit. The Local Licensing Authority <br /> reviewed and approved the ordinance revisions and forwarded a recommendation <br /> of approval. <br /> COUNCIL COMMENTS <br /> Mayor Muckle asked what changes have prompted the staff or the Local Licensing <br /> Authority City to request a modification of the Louisville Municipal Code. Deputy City <br /> Clerk Hanson stated the City has received inquiries from the two medical marijuana <br /> centers for a transfer of the license and a change of location. <br /> PUBLIC COMMENTS <br /> Laurel Alterman, owner of Altermeds, located at the Colony Square Shopping Center, <br /> 1156 W. Dillon Road, #3, Louisville, CO explained she was at the stage in her life where <br /> she wants to sell the business and retire. The prospective buyer shares the same <br /> philosophy as Altermeds, and will make a wonderful addition to the Louisville business <br /> community. They will proceed in the same professional manner as Altermeds. <br /> COUNCIL COMMENT <br /> Mayor Muckle asked Ms. Alterman if her business is the one wishing to change its <br /> location. Ms. Alterman responded she is the licensee who wishes to transfer the license <br /> to a new owner. <br /> Council member Jasiak congratulated Ms. Alterman on her retirement. <br />
