The proposed deck and storage area addition would be located on the southwest corner of <br />the existing house. The proposed 258 square foot deck would replace the existing 159 <br />square foot second story deck. The proposed storage area addition is 6 feet by 12 feet <br />and would be located under the proposed deck. The proposed improvement would <br />provide a net increase of 99 square feet of lot coverage and would increase the total lot <br />coverage percentage from 31% to 33.2% (1,521 square feet). <br /> <br />The existing house was built in 1993 as part of the Pine Street Park Subdivision. The <br />subdivision was approved as a Planned Unit Development (PUD) under section 17.28 of <br />the LMC. Section 17.28.110 of the LMC states the yard and bulk requirements of the <br />underlying zone district apply unless they are specifically modified by the PUD. The Pine <br />Street Park PUD modified the setback requirements for the houses in the subdivision, but <br />did not modify the lot coverage requirement. <br />The subject property is zoned Residential Estate (RE), which allows a maximum lot <br />coverage of 20%. The proposed improvements exceed the maximum lot coverage <br />permitted under the zoning code by 13.2%, and approval of a variance from the <br />requirements of the Municipal Code is required before building permits can be issued. <br />The RE zone district, however, does not match well with the Pine Street Park <br />neighborhood. The minimum lot size allowed in the RE zone district is 12,000 square feet, <br />while the maximum lot size in Pine Street Park is 6,459 square feet and the average lot <br />size is 4,968 square feet. 7 square feet. The entire Pine Street <br />Park subdivision, and indeed a sizeable portion of the City which is zoned RE, does not fit <br />the current yard and bulk standards of the RE zone district. It appears all of the homes in <br />the Pine Street Park Subdivision exceed the maximum allowed lot coverage in the RE <br />2 <br />
