Business Retention & Development Committee <br />Meeting Minutes <br />September 9, 2013 <br />Page 2 of 3 <br /> <br /> Boulder County may not allow food service from an “easy up” or tent in 2014. They may <br />require an enclosed pre-inspected trailer. This would impact several Street Faire venders <br />from operating. <br /> <br /> <br />2014 PATIO PROGRAM DISCUSSION: <br />Economic Development Director DeJong reported that the City has taken over the Patio <br />project and invested over $200,000 in design and manufacture of patios. Ronda thanked <br />DeJong for his hard work on the program. The patios will be removed for the season in <br />mid-October. <br /> <br /> DeJong provided a memo to consider. It contained background information, and items <br />to consider moving forward with the Patio program for 2014. The consensus was that <br />the memo was well written and DeJong will proceed in presenting it to City Council in <br />October and the following items were discussed: <br /> Placement of the patios was discussed. For the most part, neighbors seemed to be <br />able to work out placement and usage. <br /> Special Cases Council Member Dalton suggested it be the City Manager, not City <br />Council who reviews special cases. <br /> Availability There will be an application process for 2014. Requiring or not requiring a <br />deposit, whether a deposit would be refundable and timing of such deposit was <br />discussed. <br /> Commissioner Menaker said continuity of the patios is visually appealing. A “gap tooth” <br />scenario is not visually appealing. He also thanked the DBA for the volunteer labor in <br />getting the program established. <br /> Duration It was suggested that “weather permitting” be added to the Council <br />Communication language regarding when the patios would be installed and removed. <br /> Financing There are several options for payment of the patios that DeJong covered in <br />the memo. <br />o DeJong suggested letting the market decide. <br />o Council Member Dalton said the fee should be modest. <br />o Shelly Angell liked scenario “A” of the Communication suggesting the goal is not <br />to make revenue but to cover costs. <br />o Council Member Jasiak would prefer the City retain control of the patios. She <br />also suggested that DeJong be removed from this process; that decisions made <br />about patios – their cost and placement could be at odds with the role of the <br />Economic Development Director. <br />o Perhaps the fee should cover only maintenance and storage <br />o Ronda would be surprised if restaurants did not participate because it is such a <br />successful program. <br />o Chris Pritchard said aesthetics are important. He agrees with the suggestion to <br />charge a token amount for maintenance and storage. <br />3
