111 City�,t Louisville COLORADO • SINCE 1878 CITY COUNCIL COMMUNICATION AGENDA ITEM SUBJECT: DATE: PRESENTED BY: SUMMARY: PROPOSALS FOR FRANCHISE, SALES, AND USE TAX AUDITS OF COMCAST AND XCEL OCTOBER 15, 2013 PENNEY BOLTE, FINANCE DEPARTMENT As discussed at the June 17, 2013 meeting of the Finance Committee, the City has experienced irregularities in the remittance of franchise fees, sales and use tax. Due to the lack of internal staffing resources and the time and complexity necessary to complete thorough audits of Public Service Company of Colorado and Comcast of Colorado I, LLC, staff recommended these audits be outsourced to an experienced firm. The RFP for Franchise Fees, Sales and Use Tax Audits was presented to the Finance Committee at the July 15, 2013 meeting at which time the Committee recommended staff proceed and issue the RFP. The RPF was issued on August 9, 2013 and the closing date was September 10, 2013 at 5:00 p.m. MST. Five complete proposals were received by the closing due date. The respondents to the RFP were: Allixa Consulting, Inc. CliftonLarsonAllen, LLP PRA Government Services, LLC Public Resource Management Alliance Corporation "PReMA Corp" Revenue Recovery Group The Finance Director and Tax Manager reviewed the submitted proposals and narrowed the selection to two proposers based on the specific experience and scope of services outlined in the RFP. Phone interviews were conducted with the top two candidates. Based on the content of these conversations and the subsequent interview of three separate references, the City staff has selected to enter into contract negotiations with Allixa Consulting, Inc. A copy of their proposal is included for discussion and review with Finance Committee members. Based on a favorable recommendation, it is anticipated the bid will be awarded and that a completed contract will be presented to City Council in November 2013. CITY COUNCIL COMMUNICATION 12
