City Council <br />Meeting Minutes <br />October 1, 2013 <br />Page 2 of 15 <br />There were no public comments. <br />APPROVAL OF THE CONSENT AGENDA <br />Mayor Muckle called for changes to the consent agenda and hearing none, moved to <br />approve the consent agenda as published, seconded by Council member Keany. All <br />were in favor. <br />A. Approval of Bills <br />B. Approval of the September 17, 2013 City Council Minutes <br />C. Approval to Reschedule November 5, 2013 City Council Meeting to <br />November 4, 2013 <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE <br />AGENDA <br />There were no Council informational comments. <br />CITY MANAGER'S REPORT <br />City Manager Fleming's report and comments would be on other agenda items. <br />REGULAR BUSINESS <br />DISCUSSION ON FLOOD DAMAGE <br />City Manager Fleming updated Council on the assessment of damages to the City's <br />infrastructure and facilities sustained due to the flood. The City staff has been working <br />with representatives from FEMA, the State and Western Golf Management. The key <br />structures damaged include the water intake on South Boulder Creek, trails throughout <br />the City, and a bridge at County Road, bridge damaged on Dillon Road and extensive <br />damage to the golf course and to homes along the golf course. He encouraged those <br />homeowners to contact FEMA, even if they have flood insurance. He requested <br />Department Heads discuss the damage details. <br />Parks and Recreation Director Stevens addressed the damage to the golf course. He <br />explained the staff is working with Rick Phelps, Phelps- Atkinson Golf Course Architects, <br />to evaluate and develop a plan and refine cost estimates necessary to put the golf <br />course back together along with alternates to implement components of the golf course <br />improvement plan. Staff is working on a RFP for the design work. The irrigation system <br />has been shut down. Irrigation Technologies has been retained to examine the main <br />pump, booster pump, field controllers, communication cables, valve boxes and overall <br />functionality of the irrigation system. He noted FEMA will only reimburse for the flood <br />damage. Staff is reviewing the City's insurance policies for coverage as well as <br />
