City Council <br />Meeting Minutes <br />October 1, 2013 <br />Page 3 of 15 <br />meeting with Western Golf to discuss insurance as it relates to the golf course. The <br />estimates on cost are very preliminary and in some cases still require significant review <br />due to property /equipment that remains under high water. The detail on damage and <br />cost is refined daily. Staff is receiving many questions from Summit Club members and <br />Peak players about pro- rating the players' fees and providing a refund. <br />Public Works Director Kowar reported on damages to the City's water system. The <br />water intake structure at Eldorado Springs Canyon sustained damage and will require <br />some reconstruction effort. The Intake water structure takes water in from South <br />Boulder Creek and is pipelined to the City's South Water Treatment Plant on Marshall <br />Road. Some areas along the pipeline suffered sliding and crews worked to stabilize the <br />ground. Once the intake structure is stabilized, the water will be turned on to insure <br />there is no damage along the pipeline. City crews completed repairs to the Water <br />Treatment Plant, which suffered some broken pipes. The water system will be brought <br />up to the standard prior to the flood. <br />Public Works Director Kowar reported on the damaged County Road Bridge. Staff will <br />meet with the Federal Highway Authority and FEMA to identify the damage. Staff is <br />working on a RFP for a new bridge design, which will consider current standards and <br />the sizing for the appropriate flows for the flood plain. Staff will coordinate on the repairs <br />to the facade area of the Dillon Bridge and the golf cart underpass. <br />Parks and Recreation Director Stevens addressed the Coal Creek Trail and stated 90% <br />of the trail has been lost. He explained the Coal Creek Trail is a regional trail, which <br />goes to Superior, Boulder and Erie. Staff is working on a RFP for the reconstruction of <br />the Coal Creek Trail. FEMA will reimburse 75% of the replacement costs and have <br />urged the City to go forward. The trails at Davidson Mesa, Coyote Run and in the open <br />space were also damaged. Those trails will be repaired by contractors and the City <br />crew. <br />Deputy City Manager Balser reported on meetings with the City's insurance adjustors <br />and FEMA. Staff will meet with the golf course insurance adjustors, Federal Highway <br />Authority, FEMA and applicant meetings for public assistance. FEMA will reimburse up <br />to 75% of what is not covered by the insurance provider. The state will cover a local <br />match of 12.5 %. The Federal shutdown did not affect the FEMA field workers. There is <br />a potential for a delay at the home office. She summarized there are lots of site <br />meetings. <br />City Manager Fleming voiced his appreciation to the staff for the taking on additional <br />challenges and to the residents for their patience, contributions and volunteer efforts <br />throughout the City. <br />COUNCIL COMMENTS <br />Council member Keany inquired if the South Water Treatment Plant was offline. <br />
