City Council <br />Meeting Minutes <br />October 1, 2013 <br />Page 5 of 15 <br />Mayor Muckle asked residents to be patient. He requested staff put regular updates on <br />flood repairs on the City's web page. Ken Gambon suggested the City also send notice <br />on the City's water bills. <br />Mayor Muckle stated FEMA made arrangements with Wal -Mart to use Louisville's <br />vacant Sam's Club to house the FEMA workers and volunteers, who will work on <br />cleanup projects in Boulder County. The City facilitated temporary permits for the use <br />of Sam's Club and will provide shower access at the Recreation Center to the FEMA <br />workers and volunteers. He asked the residents to welcome the volunteers. <br />Council member Keany asked if there were any plans to address the Coal Creek <br />drainage way. City Manager Fleming stated the Management Team discussed <br />channeling the stream to prevent future flooding as part of the reconstruction work. <br />Council member Keany inquired whether the length of Coal Creek from US 36 to the <br />east side of Louisville would be looked at. Public Works Director Kowar stated the City <br />partners with Urban Drainage and Flood Control District, who is currently debriefing on <br />the storm through the corridors they manage to determine the extent of the damage and <br />what improvements can be made. <br />City Manager Fleming noted the majority of the stormwater sewer system throughout <br />the City worked very well. The unanticipated flow was at Coal Creek. <br />ORDINANCE No. 1643, SERIES 2013 — AN EMERGENCY ORDINANCE OF THE <br />CITY OF LOUISVILLE RELATED TO A MARIJUANA MORATORIUM <br />Mayor Muckle requested a City Attorney introduction. <br />City Attorney Light read Ordinance No. 1643, Series 2013 and noted this is an <br />emergency ordinance placing a moratorium on retail marijuana until December 31, <br />2014. This is the first and final reading of the ordinance and requires a public hearing. <br />Mayor Muckle opened the public hearing and requested the emails received be <br />incorporated in the record of the public hearing. He stated the previous meetings' <br />discussion on the subject of retail marijuana was not reported accurately and a <br />moratorium was not passed. He reported retail marijuana has been an ongoing <br />discussion for quite some time, with interaction from the public. He requested a staff <br />presentation. <br />Planner I Robinson stated at the September 17, 2013 meeting, staff presented <br />regulations for retail marijuana in the City. The City Council directed staff to draft an <br />ordinance to place a moratorium on the licensing of any retail marijuana establishments <br />in the City. Ordinance No. 1643, Series 2013 is an emergency ordinance prohibiting the <br />operation of any retail marijuana establishments in the City, and prohibiting the City <br />from licensing any retail marijuana establishments in the City, until the end of 2014. <br />
