Award winners thanked the <br />Council for the opportunity to participate in the photo contest. <br />PRESENTATION — COAL CREEK GOLF COURSE RECONSTRUCTION AND <br />OPERATIONS MANAGEMENT <br />Mayor Muckle requested a City Attorney introduction. <br />Parks and Recreation Director Stevens reported on the recent flood, which caused <br />significant damage to the Coal Creek Golf Course. To assess the damage and develop <br />a plan for reconstruction staff has been working with representatives from Phelps - <br />Atkinson Golf Course Architects, Irrigation Technologies, Western Golf Properties and <br />the Federal Emergency Management Agency (FEMA). Because the flood damaged or <br />destroyed many of the components of the golf course sprinkler system it is not currently <br />possible to determine the full extent of the damage to the system. All estimates of <br />reconstruction costs are subject to significant revision at this time. The golf course is <br />closed and staff is working to coordinate reconstruction of the golf course to current <br />industry standards and mitigate future flood potential where it is feasible. Staff is also <br />working to integrate this work into the elements of the City's Golf Course Improvement <br />Plan. <br />Staff is finalizing a Request for Proposals for qualified teams to provide design /build <br />services at Coal Creek Golf Course. Responses to the RFP are due in early November <br />and staff will bring a recommendation to City Council at the November 15 meeting. The <br />design -build program will be faster and more cost - effective than a design, bid, and build <br />process. This approach will enable as much work as possible be completed, including <br />flood mitigation, to ensure the golf course is operational next year. This work would also <br />include the responsibility for coordination of submittal reviews and permitting processes <br />(including those with Federal agencies) and provide the quantity take off's, volume <br />calculations, pricing information and supporting documentation the City must submit to <br />FEMA and other agencies for reimbursement of construction costs related to the flood <br />disaster. The goal is to re -open the Coal Creek Golf Course by mid to late summer <br />2014, assuming it is not necessary to conduct a detailed federally - regulated study, <br />review or to secure federal approval prior to construction activities occurring in the Coal <br />Creek flood plain. <br />
