Special Meeting Minutes <br />October 8, 2013 <br />Page 10 of 12 <br />question relative to flood mitigation; the question of the bridge and the flood plain and <br />Parks Superintendent Johnson to address the golf course relative to any landscaping <br />changes or practices, which would eliminate the flood waters building up. He estimated <br />the flood was at least a 100-year flood. He asked Public Works Director Kowar to <br />address the design and how the City would approach the flood mitigation issues in the <br />Coal Creek Area. <br />Public Works Director Kowar stated they will work with the Urban Drainage and Flood <br />Control District and improve the flood plain in the area with the information gathered <br />from this storm. They will look at the redesign of the golf course and look at <br />opportunities to mitigate flooding to properties and structures. He explained it is a long <br />and complicated process. <br />Mayor Muckle stated his assumption the bridge at County Road would have more <br />capacity. Public Works Director Kowar stated the bridge will be built to be higher longer <br />and wider and will be taken out of the flood plain. <br />Mayor Muckle stated staff knows what needs to be done with the help of the Urban <br />Drainage and Flood Control District. The home owners along the golf course are <br />interested in the design of the golf course to protect them from flooding. <br />Ken Gambon stated he met with FEMA and they have not determined whether the flood <br />was a 100-year or 500-year flood. He will contract to construct aconcrete wall, 7.5 <br />from hold the water in a flooding situation. He urged <br />Council to interact with the homeowners for a flood mitigation plan. <br />Public Works Director Kowar stressed the importance of acknowledging the public <br />comment and incorporating it to mitigate the recent flood event. He explained the golf <br />course will be reconstructed within one year, but changing the flood plain is a very <br />complicated process, which takes years to accomplish. Decisions must be made on <br />how to buffer the water against a private property versus protecting the private property <br />from the depth of the water. To protect these properties will require moving the flood <br />plain to another location. He noted there will be tradeoffs, which will be a public process. <br />City Manager Fleming noted there are time constraints in reconstruction of the golf <br />course and there will be as much public input as possible. The RFP for the design work <br />will require direction to mitigate the water flow. <br />Mayor Muckle requested at the next meeting, staff present information on why or why <br />not small portions of the golf course cannot be opened. <br />City Manager Fleming addressed the Council comments relative to the Historic <br />Preservation Fund paying for staff members and would provide justification and job <br />31 <br />
