Meeting Minutes <br />October 15, 2013 <br />Page 18 of 23 <br />Road Index and Paving Locations by Year: <br />recommended budget. There was Council consensus the arterials would be <br />reconstructed in the first three years. <br />Via Appia Road Study:Council member Keany asked if there was a small area plan to <br />address the Via Appia Study. Planning Director Russ responded no and stated Via <br />Appia divides neighborhoods. He explained this study would look at Via Appia from <br />McCaslin and South Boulder Road. <br />Council member Keany was not supportive of the Via Appia Road diet. Planning <br />Director Russ stated the study would look at the life cycle cost of the paving, the <br />roadway capacity, safety and the sightlines. Council supported keeping the scoping <br />study for Via Appia in the budget. <br />PD Staffing Justifications: There was Council support. <br />Newspaper Boxes/Holder for Main Street:Council supported removing this item from <br />the budget. <br />PUBLIC COMMENT <br />Jean Morgan, 1131 Spruce Street, Louisville, CO wanted confirmation the next budget <br />meeting will be Monday, November 4, 2013. <br />Tim Spong, 423 W Spruce Street, Louisville, CO explained he is a runner and noted <br />with the flood damage there are very few trails safe for night runners. He suggested <br />while Council is looking at repairing very large projects such as the golf course and the <br />Coal Creek trail, they consider working on the trails which will take very little work to <br />rehabilitate. He suggested requesting volunteers to help in this project. <br />Mayor Muckle called for public comment and hearing none closed the public hearing. <br />Mayor Muckle asked staff to address the comment relative to the trails. City Manager <br />Fleming stated the Parks and Recreation Director and Public Relations Manager are <br />putting together a short-term volunteer project to repair the trails, which require very <br />little materials and labor. Parks and Recreation Director Stevens reported on receiving <br />great quotes for the reconstruction of Coyote Run and Davidson Mesa. He noted staff <br />must be very careful about the documentation from FEMA, but anticipated the <br />reconstruction can be done very quickly and efficiently. <br />Budget Calendar: November 4, 2013 City Council Meeting:Resolution adopting the <br />budget; Resolution appropriating the funds and Resolution levying taxes <br />51 <br />
