Meeting Minutes <br />October 15, 2013 <br />Page 19 of 23 <br />RESOLUTION No. 53, SERIES 2013 A RESOLUTION TO AMEND A FINAL <br />SUBDIVISION PLAT AND FINAL PLANNED UNIT DEVELOPMENT TO ALLOW FOR <br />STEEL RANCH MARKETPLACE A COMMERCIAL/RETAIL DEVELOPMENT <br />Mayor Muckle requested a staff presentation. <br />Principal Planner McCartney explained Resolution No. 53, Series 2013, if authorized, <br />would amend a final subdivision plat and Final Planned Unit Development to allow for a <br />Steel Ranch Market Place commercial/retail development. The applicant/owner, <br />Takoda Properties, Inc. submitted a Final Plat and Planned Unit Development (PUD) <br />plan to allow the subdivision of a single 4.95 acre parcel into three separate lots and <br />the first of a three phase retail/commercial development known as the <br />Steel Ranch <br />. <br />Market Place <br />The Planning Commission recommended approval of a final plat and PUD for the <br />property in December 2012, however, the application was withdrawn before it was <br />reviewed by City Council. This submittal is a new application with some modifications <br />from the original plan. <br />Traffic Signal at Paschal and Highway 42: At this intersection a traffic signal is planned <br />for 2014 as warranted by CDOT. This intersection provides access to three residential <br />subdivisions: Steel Ranch, North End and Indian Peaks in Lafayette. The Indian Peaks <br />development contains 320 residential units and 21.35 acres of Commercial. <br />Lot Layout: The Steel Ranch Marketplace development is divided into parcels, Lot 1 is <br />15,316 SF; Lot 2 is 20.167 SF, and Lot 3 is 147.229 SF. As part of the project they are <br />providing 61parking spaces, where 65 spaces are required. Staff is requesting an <br />overflow parking lot, which the applicant has provided to the east of the project. City <br />Attorney Light recommended a shared parking agreement, which has been included as <br />a condition. <br />Access: The proposed development would have three access points: two along Kaylix <br />Avenue and one on Highway 42. The first phase of this development will only develop <br />one access point along Kaylix Avenue. The Louisville Fire Protection District has <br />reviewed the proposal and supports the single access proposal. <br />Architecture: The proposed structure is designed to look and function as an arts center. <br />Most art centers are boxed buildings to take advantage of high ceilings and straight <br />walls, which allows for the most efficient interior space. Tall ceilings are typically allowed <br />for art centers; the PUD allows up to 40 feet, the applicant is requesting 29 feet. The <br />architect proposes articulations with color stucco, split faced brick, set-backs, awnings <br />and roof articulations. The public plaza at the entrance of the building will create a <br />gathering space and pre-act performances, which link to the adjacent Takoda Park. <br />52 <br />
