Meeting Minutes <br />October 15, 2013 <br />Page 22 of 23 <br /> Technology expansion <br /> Expedited street resurfacing <br /> Golf Course improvements <br /> Additional bike and pedestrian facilities such as bike lanes, under/over <br /> passes, trail connections <br /> Resource conservation efforts <br />In order to have the survey results back in early 2014 for a possible 2014 ballot <br />question, staff requested the Council approve the expenditure of funds and direct staff <br />to begin survey work. Staff anticipated a 3-5 page survey to be mailed to 1,000 <br />randomly selected registered voters. If approved staff would bring a draft survey <br />to Council for review at the November 19 or December 3 City Council meeting. The cost <br />of the survey is estimated at $18,000 and funds would be appropriated in the year-end <br />budget amendment, if necessary. Staff recommended approval of the policy survey and <br />appointment of two members of City Council to work with staff on the survey. <br />COUNCIL COMMMENT <br />Mayor Pro Tem Dalton suggested the survey be put off until January and volunteered to <br />work on the survey. Mayor Muckle also volunteered to work on the survey with staff. <br />Council members agreed to work with staff on the 2014 Policy Survey and appoint <br />Mayor Muckle and Mayor Pro Tem to work with staff on the survey questions. <br />ORDINANCE No. 1644, SERIES 2013 AN ORDINANCE AMENDING TITLE 6 OF <br />THE LOUISVILLE MUNICIPAL CODE TO ALLOW BACKYARD CHICKENS IN LOW <br />ST <br />AND MEDIUM DENSITY RESIDENTIAL ZONE DITRICT 1 Reading - Set Public <br />Hearing 11/04/13 <br />Mayor Muckle requested a City Attorney introduction. <br />City Attorney Light read Ordinance No. 1644, Series 2013. <br />MOTION: Mayor Muckle moved to approve Ordinance No. 1644, Series 2013 on first <br />reading, ordered it published and set a public hearing for November 4, 2013, seconded <br />by Mayor Pro Tem Dalton. The motion passed. Council member Sackett voted no. <br />PUBLIC COMMENT <br />Meg Sandoval, 1409 Courtesy Road, Louisville, CO asked for clarification on the <br />process for approval of backyard chickens. Mayor Muckle explained the first reading of <br />the ordinance sets the public hearing.
