That an adequate amount and proper location of pedestrian walks, malls and <br /> landscaped spaces to prevent pedestrian use of vehicular ways and parking <br /> spaces and to separate pedestrian walks, malls and public transportation loading <br /> places from general vehicular circulation facilities. <br /> Even at the preliminary plan level this development adequately promotes the proper <br /> location of pedestrian walks, malls and landscaped spaces, while allowing for the <br /> pedestrian use of vehicular ways (Woonerf). <br /> Staff believes this criterion can be met with the conditions stated above. <br /> Louisville Municipal Code § 17.40.100.A lists five criteria to be considered by the <br /> Planning Commission in reviewing a Special Review Use application, which follow. The <br /> Planning Commission is authorized to place conditions on their recommendation of <br /> approval, if they believe those are necessary to comply with all of the criteria. <br /> Preliminary Subdivision Plat <br /> The proposed preliminary subdivision plat provides a replat of the Industrial Area <br /> Subdivision which was originally approved by City Council in 1959. The Industrial Area <br /> Subdivision was a replat of portions of the Caledonia Place Subdivision which was <br /> originally approved by City Council in 1890. The properties south of Short Street are in <br /> the Caledonia Place Subdivision. Therefore platting for the DELO development <br /> involves a replat of both the Industrial Area Subdivision and the Caledonia Place <br /> Subdivision. <br /> Blocks <br /> The proposed block layouts of the DELO development area comply with the Mixed Use <br /> Development Design Standards and Guidelines (MUDDSG) and matches the scale and <br /> style established in the layout of Exhibit A. The block lengths and widths are <br /> appropriate, and alley access is provided for all townhome residential units. <br /> Streets and Alleys <br /> The streets in all of the DELO development area are intended to serve local traffic and <br /> provide alternative routes for a small amount of through-traffic. As such, the streets are <br /> narrow but designed to accommodate on-street parking. The street sections have been <br /> reviewed by the Public Works Department. The Public Works Department continues to <br /> work with the applicant on finalizing the details of the proposed roadways for the final <br /> submittal. <br /> Sidewalks are provided on both sides of the streets. Bicycle traffic will be handled on- <br /> street, as it is in Downtown Louisville. Specialized street design treatment will create low <br /> street speeds. Along with anticipated low and traffic volumes, the proposed street <br /> designs will provide for a safe environment without the need for dedicated bike lanes, or <br /> a separate trail. <br /> 8 <br />
