That such use/development will lend economic stability, compatible with the <br /> character of any surrounding established areas; <br /> The proposal of ground floor residential use lends economic stability to the <br /> surrounding established area in that the future residents will become consumers of <br /> the restaurants and specialty retail businesses found in Downtown Louisville. This <br /> area is within walking distance of downtown via the adjacent South Street Underpass. <br /> Future residents will be walking to Downtown, there will be the added amenity of <br /> additional consumers without the addition of vehicular congestion on the downtown <br /> streets and parking spaces. <br /> Staff believes this criterion has been met. <br /> 3. That the use/development is adequate for the internal efficiency of the proposal, <br /> considering the functions of residents, recreation, public access, safety and such <br /> factors including storm drainage facilities, sewage and water facilities, grades, <br /> dust control and such factors directly related to public health and convenience; <br /> The proposed development is currently being reviewed at the preliminary planning <br /> level. Final design detailing will be presented at the Final PUD submittal. However, <br /> the preliminary plan with design conditions demonstrates there is adequate internal <br /> efficiency which considers the residents, recreation (pedestrian plaza), public access <br /> (to transit platform and South Street underpass), safety and all public utilities. <br /> Staff believes this Staff believes this criterion can be met with the conditions stated <br /> above has been met. <br /> 4. That external effects of the proposal are controlled, considering compatibility of <br /> land use; movement or congestion of traffic; services, including arrangement of <br /> signs and lighting devices as to prevent the occurrence of nuisances; landscaping <br /> and other similar features to prevent the littering or accumulation of trash, together <br /> with other factors deemed to affect public health, welfare, safety and convenience; <br /> As stated above, most of the design details discussed in this criterion will be finalized <br /> at final PUD. However, the preliminary plans, with design conditions adequately <br /> control the external effects of the proposed ground floor residential on Cannon Street. <br /> The compatibility of land use, movement of traffic, signs and landscaping, Lighting <br /> and trash are details to be required at time of final; but, staff is confident this <br /> development will provide an adequate level of detail to comply with the required <br /> needs. <br /> Staff believes this criterion can be met with the conditions stated above. <br /> 7 <br />
