Louisville Special City Council Meeting
July 23, 2002
Page 5

DISCUSSION/DIRECTION - RESOLUTION - WATER RATE INCREASE

Sisk noted that it is nearing the end of July and recommended that the water rates not be
increased at this time. He preferred to look at a long-term water management plan.

Van Pelt concurred with Council member Sisk's comments.

Davidson suggested that Staff review the rates schedule over the winter and make a
recommendation to Council.

Mayer argued that the residential water users are paying in access of what is paid by the
commercial and industrial water users. He stressed that the residential water users should
not carry that burden. He asked Public Works Director Phare for information relative to
the size of tapes used by commercial users, and how much water is used monthly. He
suggested different rate structures during emergency situations, such as in a drought year.

Phare stated that a new water rate table could not be put into place for this year. He asked
Council to complete a survey that would assist in determining a new rate structure. From
the survey, the Public Works Department will present two or three different alternatives
to the current rate structure for Council consideration.

Van Pelt asked if the current software allows for rate blocks.

Laus stated that the current water utility billing software does have the capability to add
additional water rate tables. She explained that Public Works Director Phare asked if the
software would permit a table for tap size. She verified that the current software tables
could be expanded.
ADJOURNMENT

Davidson moved that Council adjourn (9:44 p.m.), seconded by Sisk. All in favor.
~~y Clerk

To~n'~av[dso~,, Mayor
