Open Space Advisory Board
Minutes
Oct. 9, 2013
• Way finding: Planning is moving forward in accord with the "small areas
plan." They intend to come to OSAB to discuss the McCaslin /
Washington area, including Harper Lake and Davidson Mesa and the Via
Appia / S. Boulder Road corridor. This is tentatively scheduled for
January.
D Scott Belonger has volunteered to give a presentation on examples
of way finding in the area, staff will check on availability and
scheduling.
• The Leave No Trace organization is willing to present to OSAB. They will
let Ember know when their study's data (related to signage / compliance
with language) has been fully analyzed, so that they can share their
findings with us.
• Weed control is almost complete. Staff has decided to do a pilot project
on an area dominated by cheatgrass at Aquarius to see how the desirable
grasses responds to a particular type of treatment. If it is successful, staff
plans to do more work using this treatment and begin restoring the area
D At Davidson Mesa, staff will be doing a similar pilot project.
• Prairie dog contract bids are due next week.
• Staff has submitted for a new full time staff person to join the Open Space
Division.
• McCaslin / Washington Underpass:
O One concern is that people are trying to access Davidson Mesa
from McCaslin (and vice versa). There will be additional signage
put up. Staff is planning on trying to identify alternative parking, but
so far, this has been difficult.
• Emily Jasiak — Council Update:
o Budget update: There is a sentiment among the Council that the
Conservation Trust Fund should be used for open space and park
acquisition and less for routine maintenance.
■ Perhaps OSAB should draft a letter making a similar
recommendation?
• It appears that the Tennis Center will not be moving forward.
O There are on -going discussions with CTC and the Council about
connecting the CTC area with Hwy. 96.
D Council is interest in pursuing the proposed restrooms at Harper
Lake. This would mean that restrooms would be installed at Harper
Lake prior to completing them at Aquarius, as had previously been
proposed.
c Potential Future Agenda Item: Electric bikes on trails — Boulder is
considering this issue.
• FEMA will be contributing to some of the repair costs — bridges, Coal
Creek Golf Course, trails, roads
o Staff has been walking the trails and assessing the damage.
O Estimate: About $12 million in damage to City property
00064672-1
