Open Space Advisory Board <br />Minutes <br />Oct. 9, 2013 <br />Page 3 of 5 <br />VII. Board Update <br />• Educational Materials for the Harper Lake Kiosk: Helen and Alison will be <br />doing a review of a number of historical documents. <br />• The Pac-12 cross country meet will be held on Coal Creek Golf Course <br />this fall. <br />VII. Public Comments on Items Not on the Agenda <br />• Bill Pfohl, 228 W. Sycamore Ln: Mr. Pfohl was asking about the use of <br />boats on Harper Lake. He is asking about the permitting process, and he <br />is trying to determine what the policy is. <br />o Ember: The lake itself is a water facility for Louisville's drinking <br />water. Policy is: No bodily contact with the water. So, generally, <br />canoes are okay, but paddle boards are not okay. <br />Public Works makes these decisions because they are responsible <br />for the water facility. <br />• Jean Morgan, 1131 Spruce St.: Ms. Morgan is interested in Open Space <br />and Historic Preservation. She reported that she spoke to Council last <br />night about the importance of these two Boards being involved in <br />decisions related to their respective funds. <br />Ms. Morgan says that the budget did not include any line item for <br />open space acquisition either last year or this year. Her concern is <br />that this tax is not being used for acquisition. She believes that the <br />citizens voted for the tax with the understanding that there would be <br />acquisition, and thus far, there has been none. <br />Ms. Morgan would recommend that a percentage of the fund <br />should be set aside for acquisition. <br />c Emily: There is money that has been set aside, should one of the <br />properties identified by OSAB as desirable for open space become <br />available. <br />Tom: In the last couple of years, we [OSAB] have not had the <br />opportunity to purchase any of the most desirable properties. None <br />of these properties have come on the market. <br />c Emily: There is no mechanism to rank potential park properties. <br />As the system is structured, certain properties are not appropriate <br />for open space purposes, but that doesn't mean that that property <br />isn't good for parks. <br />VIII. Discussion Item: New Trails Open House <br />• How have the past meetings / open houses gone? Comments OSAB has <br />received: <br />"Trail system as a transportation system" concept <br />o Are there any trail use studies in Louisville?
