City Council
Meeting Minutes
March 5, 2013
summers. After the mines closed George worked in Boulder for the National Bureau of
Standards and he was also an amateur actor. Their daughter Debbie owns the home.
The building has maintained its architectural integrity although it appears to have
undergone several expansions, but has maintained its current form since at least 1948.
The roof is a unique mix of pitches, gables, and hipped ridges, maintained since 1948.
It is not known if the windows are original, but it appears the window openings have
been maintained, including the bay window on the east side. The front porch matches
the 1948 photo. The siding and roof material are not original, and one of the two
original chimneys has been lost. The trellises on the front porch are still present. The
garage represents an interesting historic style, and according to the applicant is well
over 50 years old. The form and window opening have been maintained, giving it fairly
strong integrity, despite the loss of some historic materials.
Staff has found this application complies with the above criterion by the following:
Architectural Significance — Represents a built environment of a group of people in an
era of history that is culturally significant to Louisville. Social Significance - Exemplifies
cultural, political, economic or social heritage of the community.
APPLICANT PRESENTATION
Deborah Vogelsberg stated her son and his family now live in the home. She wanted to
landmark the home to preserve it.
COUNCIL COMMENT
Mayor Muckle noted the home looks exactly like the 1948 Boulder County Assessor's
photograph.
Ashley Stolzmann, 370 South Taft Court, Louisville, CO suggested for the viewing
audience, the City Council acknowledge the HPC recommendation for landmarking.
Mayor Muckle requested public comment and hearing none, closed the public hearing.
MOTION: Mayor Muckle moved to approve Resolution No. 14 Series 2013, seconded
by Council member Keany. All were in favor.
DISCUSSION/DIRECTION/ACTION — UPDATE TO DROUGHT MANAGEMENT PLAN
Mayor Muckle requested a staff presentation.
Public Works Director Kowar reviewed the City's current water supply. The City's water
sources are: 1) The Colorado Big Thompson Basin on the west slope and part of the
Colorado River, and 2) The South Boulder Creek, which is above Eldorado Springs on
the Front Range. The primary source is the South Boulder Creek where the City's
water supply comes through Eldorado Springs and goes on to the Louisville Reservoirs
32
