City Council <br /> Study Session Summary <br /> July 09,2013 <br /> Page 5 of 6 <br /> Chickens are no noisier then birds. <br /> Ducks, geese and turkey are allowed, why not chickens? <br /> Regarding the 2009 history: at the time it was considered that allowing chickens <br /> would put a negative spin on Louisville. Now backyard hens are cutting-edge. <br /> Councilmember Jasiak said she hopes the Urban Hen coalition continues their <br /> public outreach and continues to educate. <br /> A realtor said, if allowed, she is not concerned about backyard hens affecting <br /> property values. <br /> People who have concerns should visit those who have chickens. <br /> Councilmember Dalton said predatory concerns will arise and coops must be <br /> predatory proof. He agrees with Councilmember Jasiak: keep the coalition going <br /> and continue to educate. <br /> Mayor Muckle concluded the discussion by saying the Urban Hen discussion will <br /> most likely be on a future agenda before City Council. <br /> Update/Discussion — Public Notice Expectations for Quasi-Judicial <br /> Processes and City Sponsored Planning and Construction Initiatives <br /> There are inconsistencies in Municipal Code regulations for posting notice of <br /> development proposals and City sponsored planning and construction projects. <br /> There are projects of varying scale and some noticing is based on scope of <br /> project. <br /> Staff would like Council to discuss the following topics: <br /> Appropriate distance of direct mailing based on scope of project <br /> Requirements and procedures for physical posting <br /> Role of the City's website <br /> Project websites <br /> Role of social media <br /> It was noted that Staff should not create additional requirements that are outside <br /> the code and that the code should be amended to create consistency for various <br /> development projects. <br /> Councilmember Dalton would like to see if Staff craft simple, straightforward, <br /> easy to follow steps. <br /> Councilmember Keany said more signage is needed. The bigger the project, the <br /> more signage should be required. <br />
