<br />~01239152 11/13/92 08:51 AM REAL ESTATE RECORDS <br />F1776 CHARLOTTE HOUSTON BOULDER CNTY CO RECORDER <br /> <br />\ IJ/ \ <br />l <br /> <br />ORDINANCE NO. 1083 <br />Series 1992 <br /> <br />AN ORDINANCE AMENDING THE SUBDIVISION ORDINANCE OF THE CITY OF <br />LOUISVILLE IN ORDER TO ENHANCE PLANNED AND ORDERLY DEVELOPMENT AND <br />USE OF LAND WITHIN THE CITY. <br /> <br />WHEREAS, the City Council of the City of Louisville initially rt.~). <br />adopted its SUbdivision ordinance in 1973, and the ordinance has <br />not been subject to a comprehensive review since its enactment; and <br /> <br />WHEREAS, state land use laws have changed since 1973, and the <br />General Assembly has adopted a policy of clarifying and providing <br />broad authority to local governments to plan for and regulate the <br />use of land with their jurisdictions to provide for planned and <br />orderly development and a balancing of basic human needs of a <br />changing population with legitimate environmental concerns; <br /> <br />WHEREAS, the City of Louisville has experienced substantial <br />growth and development since 1973, including an increase in <br />population from 1980 of 5,593 to a 1990 population of 12,391, <br />representing an increase of 121 percent, and an additional increase <br />in population from January 1990 to January 1992 of 14 percent; and <br /> <br />WHEREAS, it is estimated that the City'S population will <br />increase an additional 35 percent by January 2000, even if no land <br />in addition to that currently under consideration is annexed; and <br /> <br />WHEREAS, such population growth has placed and will continue <br />to place a burden on the City to provide services in a timely <br />fashion to accommodate such growth and to ensure quality <br />development; and <br /> <br />WHEREAS, as a result of this growth and development, the City <br />Council initiated a review of the City's Comprehensive Plan to <br />ensure that it accurately reflects the needs and desires of its <br />citizens; and, <br /> <br />WHEREAS, as a result of this growth and development, the City <br />Council initiated a review of City services necessary for future <br />growth and costs related thereto, in order to ensure that the needs <br />of future development are met without adversely affecting the <br />existing residents of the City; and <br /> <br />WHEREAS, the City Council believes it is in the best interest <br />of the City and its present and future citizens, and is consistent <br />with policies expressed by the Colorado General Assembly, that it <br /> <br />1 <br />
