Distribution. <br /> <br />The city clerk shall cause a copy of this chapter, and any <br />forms required for compliance with this chapter, to be distributed <br />to each officer and employee of the city within twenty days after <br />the enactment of this chapter, to each officer elected and each <br />employee appointed or hired thereafter before entering into any <br />duties with the city, and to each candidate for elective office at <br />the time the candidate obtains a nomination petition. In addition, <br />the city clerk shall cause a copy of any amendment to this chapter <br />to be distributed to each officer and employee of the city within <br />twenty days after the enactment of the amendment. <br /> <br />Section 2. Title 2 of the Louisville Municipal Code is <br />amended by the addition of the following new Chapter 2.90: <br /> <br />CHAPTER 2.90 <br />OPEN MEETINGS AND EXECUTIVE SESSIONS <br /> <br />2.90.010 Declaration of purpose. <br /> <br />This chapter is intended to foster public trust by defining <br />the parameters of open government and requiring the conduct of <br />government in proper forums. <br /> <br />2.90.020 Definitions. <br /> <br />As used in this chapter, the following words shall have the <br />following meanings: <br /> <br />A. "Board or commission" means any board, committee, commission, <br />authority, or other advisory, pOlicy-making, rule-making, or <br />formally constituted body of the city, and any public or <br />private entity to which the city, or an official thereof, has <br />delegated a governmental decision-making function, but does <br />not include persons on the administrative staff of the city. <br /> <br />B. "Meeting" means any kind of gathering, convened to discuss <br />public business, in person, by telephone, or by other means of <br />communication. <br /> <br />C. "Official action" means any legislative, administrative, or <br />quasi-judicial act of the city councilor of a city board or <br />commission. <br /> <br />D. "Public business" means any matter or issue which may be <br />subject to an official action. <br /> <br />2.90.030 Open meetings. <br /> <br />A. All meetings of three or more members of the city council, or <br />of three or more members of the same board or commission, at <br /> <br />11 <br />
