Section 17.20.160 was amended in 1992, to preclude the parking
of motor vehicles in residential front yards, unless located on the driveway. It further
requires a motor vehicle parked in a street side yard be screened from view with a six-
foot privacy fence. Ordinance 1397 expands the scope of those regulations to apply to
trailers, defined as a wheeled apparatus over 16-feet in length.

Wood reviewed that the Planning Commission conducted a public hearing on Ordinance
1397, Series 2002, on September 10, 2002. The Commission had several question's and
comments on the ordinance and failed to adopt a motion recommending approval. The
Planning Commission forwards their comments and questions for City Council
consideration. Their concern centered on the following:

· Fencing requirement to screen parking in side yards/contrary to covenants.
· Type of surfacing material.
· Old Town smaller residential lots/the appropriateness of a more lenient standard.
· Whether a legislative solution to parking was appropriate.
· Clarification on how the 16-foot trailer would be measured.
