Louisville City Council Meeting <br />September 17, 2002 <br />.Page 3 <br /> <br />Sisk addressed the increased traffic along St. Andrews Lane issue and stated that motorist <br />should be encouraged to use Dillon Road and 88th Street and not cut through residential <br />areas. <br /> <br />Sisk addressed the issue of motorized scooters, and stated that could be an issue for the <br />Teen Advisory Group to address. He stressed the importance of getting teens involved in <br />such issues and working together on solutions. <br /> <br />Keany complimented Council member Sisk on his comments at the September 11 <br />ceremony. <br /> <br />REGULAR BUSINESS <br /> <br />ORDINANCE NO. 1397, SERIES 2002 - AN ORDINANCE AMENDING <br />SECTION 17.20.160 OF THE LOUISVILLE MUNICIPAL CODE TO PROHIBIT <br />THE PARKING OR STORAGE OF TRAILERS AND SIMILAR NON- <br />MOTORIZED APPARATUS WITHIN FRONT AND SIDE YARDS -2nd reading <br />- public hearing (advertised Daily Camera 8/10/02) <br /> <br />Davidson called for City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1397, Series 2002. <br /> <br />Davidson called for Staff presentation. <br /> <br />Planning Director Paul Wood reported that Ordinance No. 1397, Series 2002, proposes <br />modifications to Section 17.20.160 of the LMC, which pertains to residential off-street <br />parking requirements. Section 17.20.160 was amended in 1992, to preclude the parking <br />of motor vehicles in residential front yards, unless located on the driveway. It further <br />requires a motor vehicle parked in a street side yard be screened from view with a six- <br />foot privacy fence. Ordinance 1397 expands the scope of those regulations to apply to <br />trailers, defined as a wheeled apparatus over 16-feet in length. <br /> <br />Wood reviewed that the Planning Commission conducted a public hearing on Ordinance <br />1397, Series 2002, on September 10, 2002. The Commission had several question's and <br />comments on the ordinance and failed to adopt a motion recommending approval. The <br />Planning Commission forwards their comments and questions for City Council <br />consideration. Their concern centered on the following: <br /> <br />· Fencing requirement to screen parking in side yards/contrary to covenants. <br />· Type of surfacing material. <br />· Old Town smaller residential lots/the appropriateness of a more lenient standard. <br />· Whether a legislative solution to parking was appropriate. <br />· Clarification on how the 16-foot trailer would be measured. <br /> <br /> <br />
