Louisville City Council Meeting
September 17, 2002
Page 4

Wood reported that he and Deputy City Manager Julie Boyd met with Commander Bill
Kingston, from the Public Safety Department, to discuss enforcement of the ordinance.
He noted that the police have expressed a reluctance to enter private properties to
measure the length of vehicles or trailers.

Davidson opened the public hearing and asked if anyone in the audience wished to speak
for or against Ordinance No. 1397, Series 2002.

Frosty Woolridge, 1458 Ford Place, Louisville, CO, expressed his support of the
ordinance. He addressed the prohibition for 16-foot trailers and requested that the
ordinance be amended to restrict trailers measuring 8-foot and above from parking on the
city streets.

COUNCIL COMMENTS

Davidson asked Planning Director Wood if the Planning Commission was aware that the
ordinance amends the restriction for recreation vehicles and other oversized vehicles.
Wood stated that the Planning Commission was aware that the intent of the ordinance
was to amend the code relative to trailers.

Mayer addressed the ordinance requirement of a 6-foot privacy fence. He suggested that
the ordinance be amended to include privacy fences of 6-foot or less.

Sisk noted that the Planning Commission had some valid points and stated that there are
covenants in some sections of the City that do no permit fences over 5-feet. He
suggested that Council meet with the Planning Commission at a work session to discuss
the provisions of the ordinance. He asked City Attorney Light if the ordinance is
patterned after the existing ordinance.

City Attorney Light stated that Ordinance No. 1397 is patterned after the existing
ordinance to the extent that Section 17.20.160 applies to motor vehicles and extends it to
trailers, and provides a definition of trailers.

Sisk asked City Attorney Light about the prohibitions of subdivision covenants. Light
stated that covenants can be more restrictive than ordinances but not less restrictive.
He noted that the ordinance currently requires a privacy fence of 6-feet in height, which
would be in violation of some subdivision covenants.

Levihn voiced his support of the ordinance and concurred with Council member Sisk that
the ordinance should be reviewed in a work session with the Planning Commission to
resolve the issues.

Keany suggested that Council also address the minimum standards of home maintenance,
such as weeds and paint, with the Planning Commission at a work session.

4
