Louisville City Council Meeting <br />October 1, 2002 <br />Page 5 <br /> <br />Staff recommends that residents be advised of the need to water trees and shrubs and a <br />fall/winter water conservation program be put into place. One option would be to allow <br />the existing Executive Order to expires and late fall irrigation permitted as a means to <br />provide for the maximum amount of turf recovery. He stated that many communities are <br />terminating outdoor lawn irrigation at a specific date. Staff recommends a program that <br />allows for irrigation as long as turf is making beneficial use of the water applied. The <br />outdoor water uses to consider are car washing and irrigation. He requested Council <br />direction regarding a mandatory water conservation program. He stated he would <br />compile Council recommendations and present a water conservation program at the next <br />Council meeting. <br /> <br />COUNCIL COMMENT <br /> <br />Davidson credited the citizens of Louisville who conserved water, and enabled the City to <br />exceed the conservation goal. He also credited the Public Works Staff for acquiring <br />additional water. He agreed the trees have suffered the most stress and a modification of <br />the Executive Order should be put into place. He suggested that all outdoor watering be <br />terminated at the first frost of the season. <br /> <br />Sisk agreed that the Louisville citizens could be credited for their water conservation <br />measures, which lead to the amount of water in winter storage. He stated that a date <br />should be set for termination of outside watering. He addressed commercial car washes <br />and noted that a significant amount of water is used and stated that citizens should be <br />encouraged to wash their cars at home. He emphasized that the conservation of water is <br />essential during this drought cycle. <br /> <br />Levihn concurred and stated a date for termination of outdoor irrigation should be set. <br /> <br />Sisk suggested that outdoor irrigation be terminated on October 16, 2002, and explained <br />that date would enable all three sections of Louisville to have equal watering days. <br /> <br />Land Management Director Cindy Lair discussed the need to maintain public and private <br />landscaping, in particular, trees and shrubs, during the winter months. She explained that <br />the City Forester has been involved in a Metro Coalition, which will undertake public <br />information and public relations effort over the winter months, and advise people as to <br />the amount of water trees and shrubs will need. She projected winter watering of public <br />and private landscaping would require approximately one million gallons of water per <br />month. She suggested residents be informed on the maintenance of trees and shrubs, <br />through a link on the City's Web Page to the Metro Coalition, and articles in the City's <br />Newsletter. <br /> <br />Davidson noted that not all the citizens have computers and the newsletter is sent out <br />quarterly. He suggested sending letters to the residents. <br /> <br /> <br />
