SIMMONS <br />CITY MANAGER <br /> <br />DATE: <br /> <br />August 12,2003 <br /> <br />SUBJECT: Award bid to FCI Constructors, Inc. for construction of Louisville <br />Police and Municipal Court Building <br />ORIGINATING DEPARTMENT: City Manager's Office <br /> <br />SUMMARY: <br />In early July the City of Louisville issued an invitation to bid to eight pre-qualified contractors for <br />the construction of the new Louisville Police Station/Municipal Court building to be constructed <br />at the southwest corner of McCaslin Blvd. and Via Appia. The eight pre-qualified contractors <br />were selected from a group of twenty-eight contractors that had submitted qualification for the <br />project. The selection was based on experience of a similar nature in Colorado and Boulder <br />County, including projects of a similar size and contract amount and construction of public <br />safety operations facilities. At the bid opening on Monday, July 25 seven bids were received. <br />FCI Constructors submitted the low base bid of $2,937,000. Adding seven alternates FCI <br />maintained the low bid of $2,965,925. Staff contacted municipalities where similar work has <br />been completed and received very favorable recommendations for FCI. The bid was to <br />complete the project within 365 days and FCl's proposal is to complete the work within 330 <br />days. <br /> <br />I- <br />w <br />~ <br />\J <br />< <br />a.. <br /> <br />The total project budget approved by the City Council in the 2003 budget is $3,899,000, <br />including design fees. The construction contract amount is $2,965,925 and staff recommends <br />approval of a contingency amount of 10% on the base amount ($293,700), which would bring <br />the total to $3,259,625. Design fees are $258,400, for a total project cost of $3,490,000. <br /> <br />Staff has requested a proposal from the civil engineers for the project to re-evaluate the <br />drawings for sanitary and storm sewer, based on comments from our engineering department. <br />We are also requesting a proposal for engineering the dedicated right turn lane east of the <br />McCaslinNia Appia intersection, entering the project. These may be changes we will <br />recommend for the project.
