Revitalization Commission <br />Minutes <br />November 18, 2013 <br />Page 2 of 3 <br />Chair Becker reported the Carlos Hernandez has submitted his <br />resignation to the Commission. He stated that Commissioner Hernandez <br />will be missed and thanked him for his service to the Commission. <br />Chair Becker asked everyone to be mindful of safety during the Christmas <br />Parade of Lights. He also asked Commissioners to continue to be <br />proactive and think of items to bring to the Commission for consideration <br />to put on the agenda. <br />Business Matters of the Commission — <br />a. Recap of October 22 Study Session: <br />Commissioner Menaker reported that Council is pleased with the work the <br />LRC has done and is supportive of LRC plans. At the Study Session <br />Becker invited people at the meeting to attend LRC meetings and interact <br />with LRC. <br />b. Floodplain: <br />Cameron Fowlkes, Civil Engineer III from the Public Works Department <br />presented a map showing the floodplain as determined by FEMA. Rain <br />during the flood was measured at 8". Staff feels that the FEMA map is <br />accurate. Future development is impacted by FEMA maps. <br />Lafayette, Urban Drainage, Boulder County and Louisville did an update to <br />outfall plan in 2011. They would like to do storm sewer outfall <br />improvements and discussed building a channel to Coal Creek. <br />Cameron created a 5 year Capital Improvement Plan: <br />• 2014: $3.65m <br />• 2016: $1.3m <br />• 2018: $3.1m <br />• Beyond 2018: $1.15m <br />This is in the proposed budget for 2014. <br />The plan is to eliminate the flood plain downtown. <br />To fund this project, the City is looking at a utility rate study, an IGA with <br />Urban Drainage. Additionally, The City of Lafayette may enter into an <br />agreement. <br />Olsson and Associates has been selected to evaluate existing storm <br />drainage for outfall between Louisville and Lafayette. <br />
