City Council <br />Meeting Minutes <br />December 3, 2013 <br />Page 10 of 21 <br />disenfranchise the community .He visited neighboring communities and reported on <br />their notice processes and recommended the City start over with a view of increasing <br />the efficacy of the whole process to meet the residents desire to be better informed. <br />John Leary, 1116 LaFarge Avenue, Louisville, CO felt the ordinance is merely a tweak <br />and does not get into the basic issues. He stated the Safeway redevelopment was an <br />example of citizens sending out notices and getting the word out. He suggested looking <br />creatively at the process and looking at new technology, but not giving up on the old <br />technology for notice. He urged Council to table the matter and work on a creative <br />process to engage the public. <br />Debby Fahey, 1116 Enclave Circle, Louisville, Co agreed with the comments of other <br />speakers. She encouraged the City to look at all forms of communication. She stated <br />she does not always use social media and supported mailing notices. <br />Council member Keany stated there is one sign per frontage, and asked if there was <br />any consideration for larger frontage properties to have more signs. Planning Director <br />Russ stated there is, however it is difficult to define, large, small and scope of work. <br />Posting for ConocoPhillips would fail because of the scale of the site. He explained the <br />intent is there, but because of differing sizes, it is hard to create a uniform standard. <br />Council member Keany noted the Planning staff stated they do not want the discretion <br />to require a larger notification area. Planning Director Russ stated his preference was <br />not to have the discretion. <br />Council member Keany suggested giving the City Manager the discretion to require a <br />larger notification area. Planning Director Russ stated the discretion can be given to the <br />Planning Department or the City Manager. <br />Council member Keany did not believe homeowners making outdoor improvements <br />should be subject to the same notices requirements for neighbors who will probably not <br />see the improvements. City Manager Fleming explained the Planning Division is <br />looking at multiple ways of communication and asking for Council direction on the <br />communication options of providing notice to residents. <br />Mayor Pro Tem Dalton suggested the Council review this matter at a study session and <br />solicit comments from the public. He agreed a homeowner should not be subject to <br />paying for notices when only a few neighboring homes will see the improvements. <br />Council member Stolzmann was interested in seeing a notice process, which could be <br />implemented proportionally and consistently. She suggested using a formula to <br />determine the type of notice. She supported posting applications on the web page prior <br />to a public meeting, but making it clear it may not be the final version before the <br />Planning Commission. She requested more information on neighborhood meetings. <br />
