City Council <br />Meeting Minutes <br />December 3, 2013 <br />Page 9 of 21 <br />COUNCIL COMMENTS <br />Council member Keany inquired whether the addresses would be Louisville addresses <br />or just addresses within a 500' radius. Planning Director Russ explained it is any <br />address within a 500' radius. <br />Council member Keany asked if this would affect an individual homeowner. Planning <br />Director Russ confirmed it would affect individual home owners through a variance or <br />minor plat. Variances have a ten day requirement and staff recommended a 15 day <br />notice requirement. Currently minor plats have a 300' mailing radius and staff <br />recommended a 500' radius <br />Council member Keany asked if there is a way to post applications on the City's web <br />site prior to the public process. Planning Director Russ explained the City currently <br />does not put applications on the Web Site. Once the application has been filed it is sent <br />out for referrals to the Public Works Department, the Fire Protection District and other <br />partner agencies for review. He noted the application can change significantly during <br />the referral process. When referral comments are returned, the final application is <br />prepared for the meeting packet. <br />Council member Keany suggested applications be posted on the City's new webpage to <br />add a level of transparency to city government. <br />City Attorney Light stated it could be a consideration in the design and message on the <br />webpage. He explained the Planning Commission meeting packet would be on the <br />webpage a few days before the meeting and would contain the most updated version of <br />the application to be reviewed by the quasi - judicial board. If prior versions are put on <br />the webpage, it would have to be earmarked it is not the current version. There should <br />be some message to the citizens indicating the Planning Commission and the City <br />Council cannot discuss matters outside the public hearing process. Having such <br />information on the web may lead to the public reaching out to public officials prior to the <br />public process. <br />Council member Stolzmann received an email from Peter Stewart who noted other <br />communities have neighborhood meetings prior to public hearings. She asked if this <br />was considered. Planning Director Russ stated they only looked at the public notice <br />process. He considered neighborhood meetings part of the referral process, but was to <br />open to exploring other options. <br />PUBLIC COMMENTS <br />Aquiles La Grave, 379 Peerless Street, Louisville, CO, Chairperson, Citizen Action <br />Committee, addressed the City's notice process.
