City Council <br />Meeting Minutes <br />December 3, 2013 <br />Page 13 of 21 <br />MOTION: Mayor Muckle moved to approve Consent Agenda Item CI, with the <br />modification of the title as follows: "For the purpose of conducting interviews and <br />selecting board and commission members ", seconded by Council member Stolzmann. <br />DISCUSSION: <br />Council member Loo inquired whether there will be public comment. Council member <br />Stolzmann noted the City Charter allows public comments at special meetings. She <br />asked City Attorney Light to comment. <br />City Attorney Light stated if the agenda item title includes selection there would have to <br />be clarification on what Council intends to do at the special meeting. He recommended <br />agenda title "for the purpose of conducting board and commission interviews and <br />discussing and identifying potential appointees," if the Council intends to vote on the <br />appointees in January. <br />PUBLIC COMMENT <br />John Leary, 1116 LaFarge Avenue, Louisville, CO stated the City Attorney's <br />recommendation did not meet the Charter or ordinance requirement for agenda items <br />and the wording would not relay the fact that the Council discusses in detail who they <br />wish to appointment to a board or commission. <br />City Attorney Light stated the wording assumes the final decision would be at a <br />subsequent meeting. He felt it would be misleading to notice there will be a selection <br />process on December 11 to <br />John Leary suggested the title include the phrase "subject to approval at a subsequent <br />date ". City Attorney Light noted it could also be included in the City Council memo. <br />COUNCIL COMMENTS <br />Mayor Muckle was comfortable with the language suggested by the City Attorney. <br />Council member Stolzmann stated her intent was to provide notice to the public on what <br />Council would be discussing. <br />Council member Keany explained it has always been an open and public process and <br />the public may attend any or all of the three nights of interviews. <br />VOTE ON THE AMENDED MOTION: Approval to add December 11, 2013 from 5:30 — <br />10:00 pm to the December 9, 2013 and December 10, 2013 special meeting for the <br />purpose of conducting board and commission interviews and discussing and identifying <br />potential appointees. All were in favor. Absent: Council member Jasiak. <br />
