City Council <br />Meeting Minutes <br />December 3, 2013 <br />Page 4 of 21 <br />Mayor Muckle requested a staff presentation. <br />Parks and Recreation Director Stevens explained this discussion /direction item <br />concerns the Coal Creek Golf Course and the events which occurred as a result of the <br />September flood. Proposals were reviewed for the Coal Creek Golf Course Disaster <br />Recovery Project by a team including the Golf Course Advisory Board; the Public Works <br />Department, and Parks Division. The present scope for the project includes (1) repairing <br />2013 flood damage, (2) improvements identified in the Golf Course Improvement Plan, <br />and (3) stream channel restoration. The review team was unanimous in their conclusion <br />the Landscapes Unlimited, LLC (LU) provided the most complete, qualified, and cost - <br />effective proposal. Staff requires additional time and help from LU to refine a proposed <br />contract and financing plan for this work. The proposed contract for Phase I Pre - <br />Construction and Design Development Services will be prepared and presented to City <br />Council for consideration. To complete and ensure the accuracy of this information, <br />staff intends to engage LU to: <br />1. Develop itemized and detailed cost estimates to reconstruct damaged portions of <br />the golf course and to return them to pre -flood conditions for reimbursement from <br />FEMA and other agencies. It is anticipated that Phase II, Construction Services, <br />will be presented to City Council in February 2014. <br />2. Develop itemized and detailed cost estimates for: <br />a. Golf course redevelopment and some, not all, renovations outlined in the <br />Golf Course <br />Improvement Plan <br />b. Maintenance building renovations <br />c. Flood mitigation /stream channel improvements and permitting with local, <br />state and federal agencies. <br />3. Develop a detailed project schedule highlighting the critical path and project <br />milestones. Contracting with Landscapes Unlimited to complete these three <br />elements will enable staff to work with Landscapes Unlimited to further refine the <br />scope of services and bring a contract, including a "cost not to exceed' for both <br />the base bid and add alternates, to City Council for consideration. Staff <br />anticipates the project cost will range somewhere between $4.5 million to $5.0 <br />million. The end result will be a much improved and playable golf course that will <br />exceed pre -flood conditions and serve the community well into the future. <br />The pre- construction services agreement for Coal Creek Golf Course will cost the City <br />$5,000. When staff presents the Cost Not to Exceed, Design /Build Agreement, staff will <br />identify proposed and anticipated funding of up to $5.0 million to cover the cost of the <br />work. While the City Manager has the authority to execute a pre- construction services <br />agreement for Coal Creek Golf Course in the amount of $5,000, this contract is also a <br />prelude to a much larger agreement with Landscapes Unlimited, LLC for the Coal Creek <br />
