City Council <br />Meeting Minutes <br />December 3, 2013 <br />Page 7 of 21 <br />Debby Fahey, 1118 Enclave Circle, Louisville, CO complimented the City and the Golf <br />Course Advisory Board for their work on this project and suggested incorporating into <br />the design a cross country skiing and sledding plan. <br />COUNCIL COMMENTS <br />Council member Loo did not believe Council wanted to micromanage the golf course <br />project. As a guiding principal in the contract, she favored doing the golf course right, <br />even if it cost a little more money as it will save the City money in the long run. <br />Council member Lipton thanked the Parks and Recreation Department and the Golf <br />Course Advisory Board for their work on the project. He requested more discussion on <br />the neighborhood drainage issues and suggested resolving those issues should be part <br />of the contract. <br />Council member Stolzmann was generally supportive of the contract, but requested an <br />overview of the project plan for the next Council meeting, which would outline the <br />project and a communication strategy for informing the golfers and the homeowners of <br />the timelines for the project. She stressed the importance of communicating to the <br />Summit and Peak members the timelines and the expectations on how their issues will <br />be resolved and what the flood mitigation alternatives are. She felt it should be clear <br />what FEMA will reimburse and what they will not. <br />Mayor Muckle felt the first public meeting should be held at the clubhouse within the <br />next few weeks and then follow -up with status meetings. He favored a punch -list of <br />items be presented to convey the progress of the project. <br />Ken Gambon, 607 Augusta Drive, Louisville, CO stated the FEMA representative <br />suggested the City have a flood mitigation plan in place, because if there is not, there <br />will not be any FEMA reimbursement, should there be another flooding situation. <br />MOTION: Council member Lipton moved to endorse the City Manager's authorization to <br />sign the pre- construction agreement, seconded by Council member Loo. All were in <br />favor.
