City Council <br />Meeting Minutes <br />December 3, 2013 <br />Page 6 of 21 <br />Mayor Muckle stated this is not a typical design /build concept. In this case the details <br />will be contained in the contract for Council approval. Kevin Norby explained the golf <br />business works backwards from when the golf course is expected to open. <br />Council member Keany voiced his concern as to who would make the decisions relative <br />to the improvements and asked if there will be any movement of the greens. Kevin <br />Norby explained there will be a design review meeting in January and an open house <br />where drawings will be available. Once there is some consensus on the design, the <br />cost can be calculated. He stressed there will be a public process. <br />Council member Keany voiced his concern that members of Council would not be a part <br />of the process. He asked if there will be opportunities for public comment and inquired <br />about the timeline. Kevin Norby stated they will be working backwards from the <br />proposed reopening of the golf course in the spring of 2015. <br />Mayor Muckle stated the cost will not exceed the total cost from insurance, FEMA <br />reimbursement and the amount budgeted by the City. <br />Mayor Pro Tem Dalton inquired whether there is interest in the City Council of being a <br />part of the project team. He felt the announcements should be made for public <br />participation. City Manager Fleming anticipated two members of Council should <br />participate on the project team. Council member Keany was willing to attend some of <br />the meetings to be an advocate. <br />Council member Stolzmann stated the City would have to pay for the golf course <br />improvements upfront and then be reimbursed by FEMA. She asked Finance Director <br />Watson to comment on how this would affect the Enterprise Fund. Finance Director <br />Watson stated there has been discussion on how the cash flows would be determined. <br />He explained the first thing to determine is how much money the City will get <br />reimbursed and then look at the timing of those cash flows. <br />PUBLIC COMMENT <br />Ken Gambon, 607 Augusta Drive, Louisville, CO, Golf Creek Golf Course Advisory <br />Board Member, and Coal Creek Homeowners Association President explained he and <br />Dennis Mahoney participated in the meetings held between the City and the contractor <br />and they are in total agreement. He stressed there is a lot of information to be <br />discussed in public meetings and suggested the City put out the information on the <br />City's webpage and the communication and reconstruction plan be published. He <br />stated a damage survey was completed by homeowners who live along the golf course <br />and the results of the survey were shared with Landscapes Unlimited and the City. He <br />suggested programs be established to entice people to come back to Coal Creek Golf <br />Course and the practice area be reopened as soon as possible. He suggested using <br />the clubhouse for other functions, such as wedding rentals, parties, corporate functions. <br />
