Louisville City Council Meeting <br />December 2, 2003 <br />Page 8 of 22 <br /> <br />Jim Cummings, 795 W. Pinyon Way, Louisville, CO addressed the applicant's point of <br />view why an amendment is necessary and stated their comments were contradictory. <br />He felt the proposed development of the property would bring negative impacts to the <br />City and would be inconsistent with the vision for the City. <br /> <br />Ronda Grassi, 916 Main Street, Louisville, CO, stated she is a member of the Downtown <br />Business Association. She reported the members took a vote of the STK proposal, and <br />over fifty DBM members were in favor of the STK proposal. She stated the downtown <br />business community supports the residential portion amendment to the comp plan. She <br />stated the 80 acres is vital to the community. <br /> <br />Susan Morris, 939 W. Maple Court, Louisville, CO, addressed the substance of the comp <br />plan amendment before the Council. She stated the amendment represented the <br />developer and not the members of the community. She reviewed a document entitled <br />"The Guiding Principles for Amending the South Subarea Comp Plan", which was <br />submitted by a citizen's committee. She asked Council to consider the citizen's <br />committee petition. She presented Council with a citizen's petition, proposing a comp <br />plan amendment, which contains over 300 Louisville residents' signatures. <br /> <br />Chip Helman, 296 S. Adams Drive, Louisville, CO concurred with Susan Morris and <br />voiced his opposition of the comp plan amendment. <br /> <br />Tom Mayer, 580 Wildrose Way, Louisville, CO voiced his concern with the residential <br />component of the STK proposal. He doubted the validity of the fiscal impact benefit to <br />the City of Louisville. He referenced the sales tax leakage, and noted the transit center <br />would benefit Broomfield and not the City Louisville. He stated that such a mixed-use <br />development is much more successful on a larger parcel. He did not believe the proposed <br />retail tax dollars would pay for the development and noted STK has postponed the <br />Annexation Agreement and proposed a special district, which he thought could be a <br />financial disaster. <br /> <br />Mayor Davidson asked Mayer to expand on the County Commissioners October 17th, <br />2003 letter. Mayer stated the Northwest Parkway IGA did not envision the intense <br />expansion of STK. <br /> <br />Council member Brown asked if Broomfield's current development east of STK was <br />contemplated at the time of the Northwest Parkway IGA. Mayor Davidson stated the <br />parcel east of STK was annexed by Broomfield and contemplated for development prior <br />to the Northwest Parkway IGA. <br /> <br />John Leary, 1116 LaFarge Avenue, Louisville, CO addressed the amendment to the <br />comprehensive plan and stated only the 80 acre-parcel is subject to the comp plan <br />amendment. He stated the comprehensive plan is the vision for the City and should not <br />be changed at the request of developers and suggested there are better uses of the land. <br /> <br />8 <br /> <br /> <br />
